Shah Faesal was born on 17 May 1983 (age 40 years; as of 2023) in Sheikh Nar village in Sogam area, Lolab Valley, Kupwara, Jammu and Kashmir, India. He was educated in Urdu medium at Government High School, Sogam, Kupwara. His father taught him English and mathematics in school. Faisal completed his MBBS from Sher-e-Kashmir Institute of Medical Sciences (SKIMS), Srinagar, Jammu and Kashmir. He was a university topper.
Family, Wife and Caste
Faisal was born in a Sunni Islamic family. His father Ghulam Rasool Shah was a government school teacher. His mother Mubina Shah was also a government school teacher. Faisal’s father Ghulam Shah was assassinated by unidentified terrorists in 2002; When he refused to give shelter to the militants. Faisal was 19 when his father was assassinated; After which his family moved to Srinagar. He is a married man, but there is not much information about his wife.
Faisal is the eldest of three children. He has a younger brother, Shah Nawaz (doctor) and a younger sister, Talat Shah (library assistant).

After completing MBBS, Faisal worked as a physician. He became an RTI activist in Srinagar. During this period, Faisal decided to appear for the UPSC examination to serve the country at large. He stayed in Srinagar to prepare for the exam instead of opting to go to Delhi. In 2009, at the age of 27, he appeared for the Indian Civil Services Examination and became the topper of the batch. According to reports, Faisal prepared for only a month before the exam; Without the help of any coaching institute. He chose Urdu as his optional subject during the Civil Services Examination.
Faisal was trained at the Lal Bahadur Shastri National Academy of Administration (LBSNAA). He became a role model for the youth of Kashmir and also started many programs to motivate the youth of Kashmir to take civil services examination. He is often seen giving inspirational speeches to UPSC aspirants and is quite active on his social media accounts.
He was appointed as the Deputy Commissioner in Bandipora district of Kashmir Valley. On 9 January 2019, he resigned from the Indian Administrative Service in protest against the continuous killings in Kashmir. He announced the news of his resignation on his Facebook page.
After trying to join some political parties in Jammu and Kashmir; Ultimately, he launched his party- Jammu and Kashmir People’s Movement on 17 March 2019 in Srinagar. Among others, famous JNU student leader Shehla Rashid also joined his party.
Following the revocation of the special status of the erstwhile state of Jammu and Kashmir, Faesal was detained under the stringent Public Safety Act, and after his release, he quit politics and expressed his desire to rejoin the IAS. In April 2022, the Government of India reinstated Faisal into service. In September 2022, the Department of Personnel and Training issued an order to post him in the Union Ministry of Culture.

- In April 2018, his tweet sparked a huge debate across the country, which was in the context of the Kathua rape case. He also tweeted a letter addressed to him by the commissioner, asking the state government to take action against Faisal for failing to perform his duties as per civil service rules.
- In another matter, Faisal compared Article 35A of the Indian Constitution and said that abrogation of the said article would end Jammu and Kashmir’s relationship with the rest of India.
- In 2018, he was also criticized for going on long leave while holding the post of an IAS officer.
