Ramesh Bais is an Indian politician who served as a Member of Parliament seven times, representing the Raipur constituency on the Bharatiya Janata Party ticket. He is a former member of the Madhya Pradesh Legislative Assembly. He served as the Governor of Tripura (2019 to 2021) and Governor of Jharkhand (2021–2023). On 12 February 2023, he was appointed the 23rd Governor of Maharashtra.

Ramesh Bais was born on Saturday, 2 August 1947 (age 76 years; as in 2023) in Raipur, Madhya Pradesh (now in Chhattisgarh). His zodiac sign is Leo. In 1978, he was appointed councilor of Raipur Municipal Corporation. In 1980, he won the Madhya Pradesh Legislative Assembly election from Mandir Hasaud constituency on the Bharatiya Janata Party ticket. When he served as a member of the Madhya Pradesh Legislative Assembly, he also served as a member of the Estimates Committee (1980–1982) and Library Committee (1982–1985). From 1982 to 1988, he served as the Minister of State (Pradesh Mantri) of the Bharatiya Janata Party in Madhya Pradesh. In 1985, he lost the Madhya Pradesh Legislative Assembly election from Mandir Hasaud constituency to Satyanarayan Sharma of Congress on Bharatiya Janata Party ticket.

In 1989, he was elected to the 9th Lok Sabha (for the first time) from the Raipur constituency on a Bharatiya Janata Party ticket after defeating Kair Bhushan of the Indian National Congress. In 2004, he was elected to the 14th Lok Sabha (for the 5th time) from Raipur constituency on the Bharatiya Janata Party ticket, after which he became a member of the Committee on Petroleum and Natural Gas, Public Accounts Committee, Consultative Committee, Ministry of Petroleum and Natural Gas, etc. Electricity, Hindi Advisory Committee, and Ministry of Coal and Mines. On 5 August 2007, he became a member of the Committee on Petroleum and Natural Resources. On 1 May 2008, he became a member of the Public Undertakings Committee. In 2009, he was elected to the 15th Lok Sabha (sixth time) from Raipur constituency on Bharatiya Janata Party ticket. From 2009 to 2014, he served as the Chief Whip of the Bharatiya Janata Party in the Lok Sabha. Later, he became a member of the Public Undertakings Committee, Petroleum and Natural Gas, Rules Committee and Public Undertakings Committee. In 2014, he contested for the 16th Lok Sabha (7th time) from Raipur constituency on Bharatiya Janata Party ticket and defeated Satya Narayan Sharma of Indian National Congress by a margin of 1,71,646 votes. During Bais’s seventh term as a Lok Sabha member, he was appointed as the Chairman of the Standing Committee on Social Justice and Empowerment. He conducted extensive studies on the Rights of Persons with Disabilities Bill and the Transgender Persons (Protection of Rights) Bill. In 2019, Ramesh Bais was denied the Bharatiya Janata Party ticket from Raipur constituency for the 17th Lok Sabha election.
Governor
After Bais was denied the BJP ticket for the 17th Lok Sabha election from Raipur constituency in 2019, he was appointed as the 18th Governor of Tripura on 29 July 2019. He remained on this post till 13 July 2021.

He succeeded Draupadi Murmu as the Governor of Jharkhand and on 14 July 2021, he was appointed as the 10th Governor of Jharkhand, a post he held till 12 February 2023.

On 12 February 2023, he was appointed as the 23rd Governor of Maharashtra by the President of India following the resignation of the previous Governor Bhagat Singh Koshyari.

Controversy
Commenting on atrocities against women
In 2013, after Ramesh Bais spoke about the Kanker rape case, which involved minor inmates of a government-run residential school in the Kanker district of Chhattisgarh, the opposition party of the Bharatiya Janata Party became angry and protested and said,
While rape of an adult woman/girl is understandable, rape of a minor is a heinous crime and those responsible should be hanged.
Later, some BJP officials defended Ramesh and said that he was not justifying crimes against adult women or girls and his words were being misinterpreted. Commenting on this, Shailesh Nitin Trivedi of the Indian National Congress said,
Attacking anyone is a heinous crime. (Bass’s) statement is objectionable and we condemn it.
