Rahul Naveen is a 1993 batch IRS officer. He joined the Enforcement Directorate (ED) in 2019. Subsequently, he headed the Headquarters Division of the ED which deals with all sensitive cases and intelligence.
He has served as Chief Vigilance Officer of ED Headquarters. Naveen was appointed as the acting director-in-charge of ED upon completion of Sanjay Mishra’s tenure on September 15, 2023. It was said that Naveen will hold charge until the appointment of a regular director or until further orders. Earlier, he had served as Special Director of ED.
Facts/General Knowledge
- The appointment of Rahul Naveen as ED director was closely watched by the central government, which was reluctant to let Mishra retire. Reportedly, during Mishra’s tenure, the ED was very active against politicians, mostly from opposition parties. The ED unearthed various money laundering cases and several politicians were jailed for alleged financial crimes. Mishra was appointed ED director for two years just before his tenure ended in 2018. At that time, his service conditions were revised to extend his tenure by another year. In September 2021, the SC, while allowing the extension as “rarest of rare”, had said that no further extension would be granted to the director. In an effort to overcome the 2021 SC judgment, the government made changes to the Central Vigilance Commission Act and other laws. These amendments allowed annual extensions of up to five years. Interestingly, on July 11, 2023, when the court firmly implemented its decision, the government once again approached the court. During the hearing, the Supreme Court questioned the Center over its demand for extension of service for the officer and asked whether the entire department, except Mishra, was “full of incompetent people”. However, the government was able to secure an additional one and a half months for Mishra by citing the FATF review as the reason. FATF is an international terrorism-financing watchdog. After his fourth extension as ED director, Mishra retires in September 2023 in his fifth year of bureaucracy.
