From 1984 to 1987, Parminder studied Bachelor of Commerce (Hons.) from Hansraj College, Delhi University. From 1985 to 1988, he qualified as a cost accountant from the Institute of Cost Accountants of India. He also obtained a Post Graduate Diploma in Business Management. He also studied at Harvard University in Massachusetts, USA, and the European School of Management and Technology (ESMT) Berlin in Germany.

Parminder Chopra has worked in NHPC (National Hydroelectric Power Corporation) Limited and Power Grid Corporation of India. She joined Power Finance Corporation in 2005.
Power Finance Corporation Limited
Power Finance Corporation Limited is the largest non-banking finance company in India. The company is state-owned (owned by the government). From 2005 to 2010, Parminder Chopra was the Deputy General Manager at Power Finance Corporation Limited (PFC). From 2010 to 2013, he was promoted as additional general manager. In 2013, he was promoted to general manager. In 2019, she became the Executive Director (Finance) and in 2020, she was promoted to Director (Finance). She headed the finance division of PFC when she was director. While he was in charge, PFC saw the highest profit and net worth levels ever. He also led the company to become the company with lowest non-performing assets. Under his leadership as Director, PFC attained the highest Maharatna CPSE (Central Public Sector Enterprise) status in 2021.

His name was recommended by the government’s flagship Public Enterprises Selection Board (PESB). His appointment as CMD was approved by the Ministry of Power till his superannuation or until further orders. He played a key role in the Self-reliant India initiative of the Government of India, where he contributed Rs. Rs 1.12 trillion Liquidity Infusion Scheme (LIS) for the power distribution sector.
