Chaudhary Jagdeep Dhankar was born on Friday, 18 May 1951 (age 72 years; as of 2023) in Kithana, Jhunjhunu district, Rajasthan. He completed his primary education at Government Primary School, Kithana after which he appeared in the All India Examination and joined Sainik School in Chittorgarh. Jagdeep Dhankhar completed his graduation in B.Sc (Hons) Physics from Maharaja’s College, Jaipur. After this he obtained LLB degree from Rajasthan University. He completed his formal education in 1979.

In 1979, after obtaining his LLB degree, Jagdeep Dhankhar started practicing law in Rajasthan. Jagdeep became a member of the Bar Council of Rajasthan on 10 November 1979. In 1987, after being appointed as the President of the Rajasthan High Court Bar Association, Jagdeep Dhankhar became the youngest person to hold the post. In 1990, Jagdeep Dhankhar started practicing law in the Supreme Court, the top court of India. There he specialized in public interest litigation relating to steel, coal, mines and international commercial arbitration. As a Supreme Court lawyer, he has fought many cases in various High Courts of the country. On 27 March 1990, Jagdeep Dhankhar became a senior lawyer in the Rajasthan High Court. He remained in this post till 2019.
Politics
Jagdeep Dhankhar’s stint in politics began in 1988 when he joined the Janata Dal (JD). In 1989, he contested and won the 9th Lok Sabha elections and became the Member of Parliament from Jhunjhunu constituency of Rajasthan. From April 1990 to November 1990, Jagdeep Dhankhar held the post of Deputy Minister of Parliamentary Affairs. As Deputy Minister, Jagdeep Dhankhar was given the additional charge of chairman of three parliamentary committees. These were the Committee on Absence of Members from the Sittings of the House, the General Purposes Committee and the Committee of Privileges. In 1991, Jagdeep Dhankhar gave up his Lok Sabha membership and joined the Indian National Congress (INC). From 1993 to 1998, Jagdeep Dhankhar remained the Member of the Legislative Assembly (MLA) from Kishangarh constituency after winning a seat in the 10th Rajasthan Legislative Assembly election. In 2003, Jagdeep Dhankhar left the Indian National Congress and joined the Bharatiya Janata Party (BJP). In 2008, Jagdeep was made a member of the party’s assembly election campaign committee. Jagdeep Dhankhar was made the national convenor of the BJP’s law and legal affairs department in 2016. In 2015, he supported the Jat reservation movement in Rajasthan, demanding OBC status and its quota for the Jat community of Rajasthan.

In July 2022, the National Democratic Alliance (NDA) announced that Jagdeep Dhankhar was their Vice Presidential candidate. On 6 August 2022, he became the 14th Vice President of India by defeating joint opposition candidate Margaret Alva in the 2022 Vice Presidential election; Dhankhar got 528 votes out of 725 MPs. On 11 August 2022, he was sworn in as the 14th Vice President of India.

Accusation game with Mamata Banerjee
Since his appointment to the post of Governor of West Bengal, there were often heated arguments between Jagdeep Dhankhar and Mamata Banerjee. In January 2022, Mamata Banerjee blocked Jagdeep Dhankhar on Twitter. In an interview Mamta said,
I have been forced to block Governor Jagdeep Dhankhar on Twitter. Every day he (the Governor) was issuing tweets targeting and threatening government officials as if we were his bonded labourers.
Jadavpur University case
In 2019, soon after taking oath as Governor, Jagdeep Dhankhar was denied admission to Jadavpur University by the Jadavpur Employees Union. The employee union was closely associated with the ruling state party, Trinamool Congress (TMC).
Investigation against Vice Chancellors of West Bengal
In July 2020, when vice-chancellors of state-affiliated universities failed to appear at the governor’s residence for a meeting, the governor initiated an inquiry against the vice-chancellors. The Governor wrote a letter to West Bengal CM Mamata Banerjee seeking clarification on this issue. Mamata, in turn, said she has answered all the questions asked by the Governor in her letter to the CM, and accused the Governor of launching a baseless investigation at the behest of the BJP. In an interview Mamta said,
Despite being elected representatives, we (the Governor) are expected to behave like servants…and we (him) have to answer every moment. We are in regular touch with the Governor – I spoke to him four times on Wednesday. What will the (state) government do: deal with the pandemic or continue to respond to it? enough is enough.”
Jagdeep Dhankhar countered Mamata’s allegations by alleging that the Mamata-led state government was playing havoc with the educational affairs of the state by creating “unhealthy conditions”, making it difficult for the educational machinery to function. While giving an interview he said,
Education is the soul of the society, as it is passed from one generation to the next. It is unfortunate that education in our state is politically closed and controlled. The political grip on education is becoming stronger – this will harm students, the education landscape and society at large.
Allegation of violation of election rules in West Bengal
In May 2021, Jagdeep Dhankhar was accused by Mamata Banerjee of violating election norms by visiting areas severely affected by communal and political violence. The state governor responded to the allegations by saying that he was only performing his duty as per the Constitution of India.
Accused West Bengal government of promoting violence in the state
In March 2022, the Governor of West Bengal accused Mamata and her party, TMC, of playing a role in instigating political violence in the state. He further accused the CM of promoting “anarchy” in West Bengal. The CM responded to the allegations by advising the Governor to “refrain from making inappropriate statements and allow the administration to conduct an impartial investigation”.
“Jihad day against BJP” controversy
On 21 June 2022, Mamata Banerjee announced that 21 June every year would be observed as “Jihad Day against BJP”. The Governor took immediate cognizance and called the Chief Minister’s statement “authoritarian and undemocratic”. The Governor expressed disappointment over the issue, calling the statement “a death knell for democracy and the rule of law.” He wrote a letter to the Chief Minister asking him to correct his statement.
Making the Chief Minister the Chancellor of State-run Universities “by-default”
According to the Constitution of India, the Governor of a state becomes the Chancellor of a state-owned university. In July 2022, the West Bengal Legislative Assembly passed a bill that made the Chief Minister, instead of the Governor, the Chancellor of state-run universities. In the bill, the Chief Minister has also been given the right to appoint the Vice Chancellor of any university. Jagdeep Dhankhar alleged that Mamata Banerjee was trying to divert the Calcutta High Court’s attention from the disparity found in the appointment of new teachers in state-affiliated universities, which the Calcutta High Court itself had pointed out. After the bill was passed in the Legislative Assembly, the Governor appointed Mahua Mukherjee as VC of Rabindra Bharati University (RBU) in July 2022. This decision of the Governor was termed by the West Bengal government as undemocratic and illegal. The state government said in its official statement,
The Governor has once again proved that he does not believe in democratic principles and federalism. The Bill to appoint the Chief Minister to the post of Chancellor of the State Universities is awaited to be passed by the West Bengal Assembly, while the Honorable Governor has announced a name as the Vice Chancellor of RBU. He did not even consider it necessary to take the Education Minister and the Chief Minister into confidence before making this announcement.

Dhankhar has worked as a BJP spokesperson. His performance as BJP spokesperson has been excellent and hence he has received the award.
