Jagadish Shettar is an Indian politician who represented the Hubli Rural constituency in Karnataka between 1994 and 2008 and the Hubli-Dharwad Central Constituency in Karnataka between 2008 and 2023. He was the 15th Chief Minister of Karnataka. He was a Bharatiya Janata Party (BJP) member between 1986 and 2023; he joined the Indian National Congress (INC) in April 2023.

Jagadish Shivappa Shettar was born on Saturday, 17 December 1955 (age 67 years; as of 2022) in Kerur, Bagalkot, Karnataka. His zodiac sign is Sagittarius. He completed his schooling at the Basel Mission Primary School, Hubballi, Karnataka and the Basel Mission Higher Secondary School, Kamaripeth, Hubballi, Karnataka. He pursued a Bachelor of Commerce (BCom) degree at the Jagadguru Gangadhar College of Commerce, Hubballi, Karnataka. Later, he completed a Bachelor of Laws (LLB) degree at the JSS College, Karnataka University, Dharwad, Karnataka. Later, he became a member of the Hubli Bar Association.

Parents & Siblings

His father, Shivappa Shivamurthappa Shettar, was an advocate and a mayor. His mother, Basavannemma Shivappa Shettar, was a homemaker. Shivamurthappa Shettar was the first Mayor of the Jan Sangh party in Southern India. On 31 January 2011, his father, Shivappa Shivamurthappa Shettar, passed away. On 10 January 2020, his mother, Basavannemma Shivappa Shettar, passed away. He has three siblings, two brothers, Pradeep Shettar and Mohan Shettar, and one sister, Vijaya. His brother, Pradeep Shettar, was a member of the Bharatiya Janata Party and was a Member of the Karnataka Legislative Council since 2016.

His Uncle, Sadashiva Shettar, was a former Member of the Legislative Assembly from Hubli Constituency and he represented the Jansangh party in the 1967 Mysore Legislative Assembly election. Sadashiva Shettar was one of the first Jan Sangh leaders who got elected in the Karnataka State assembly elections in 1967.

In 1984, he got married to Shilpa Jagadish Shettar. He has two sons, Prashant Shettar and Sankalp Shettar. Prashant Shettar was on the board of directors of Griha Software Technologies Pvt Ltd, Bengaluru, Karnataka and Lobotus Technology, Bengaluru, Karnataka. Sankalp Shettar was the founder of the Veda International School, Hubballi, Karnataka. Prashant’s wife’s name is Anchal. Politics

In 1994, Jagadish Shettar was appointed as the president of the Hubli Rural unit of the Bharatiya Janata Party (BJP), and later in the same year, he was given the charge as the BJP President of the Dharwad district in Karnataka. In 1996, he became the State Secretary of the Karnataka Bharatiya Janata Party. In 2005, Jagadish was appointed as the State President of the Bharatiya Janata Party in Karnataka. In April 2023, he left the Bharatiya Janata Party and joined the Indian National Congress.

Member of the Legislative Assembly (MLA)

In 1994, the Bharatiya Janata Party (BJP) announced Jagadish Shettar as the candidate from the Hubli Rural constituency in Karnataka. The Hubli Rural constituency was a stronghold of the Bharatiya Janata Party; however, the BJP candidate Somappa Rayappa Bommai was defeated by the Indian National Congress (INC)’s G. R. Sandra in the 1989 Karnataka Legislative Assembly election. Jagadish, on his debut election (1994 Karnataka Legislative Assembly election), defeated the Janata Dal’s (JD)’s Basavaraj Bommai by around 26794 votes and regained the constituency for the Bharatiya Janata Party.

He retained his seat in the 1999 Karnataka Legislative Assembly election and later was named the Leader of the Opposition in the Karnataka Legislative Assembly; his first stint as the Leader of the Opposition in the Karnataka Legislative Assembly was between 26 October 1999 and 23 February 2004. Jagadish emerged victorious in the 2004 Karnataka Legislative Assembly election against Anil Kumar Patil of the Indian National Congress by a margin of more than 26,500 votes and retained the Hubli Rural constituency.

Following the collapse of the Dharam Singh Ministry, the 25th Ministry of the State of Karnataka was headed by H. D. Kumaraswamy with the support of the Bharatiya Janata Party (BJP); BJP was the single largest party and they won 79 seats in the elections. On 18 February 2006, Jagadish Shettar was named Minister of Revenue and remained in the office between February 2006 and 8 October 2007 after which the state was put under the President’s rule. In 2008, the Hubli Rural constituency was renamed to the Hubli-Dharwad Central constituency due to delimitation; Shettar was fielded by the Bharatiya Janata Party (BJP) from the constituency and it was his fourth consecutive term contesting in the Karnataka Legislative Assembly election from the same constituency and he defeated the INC candidate Munavalli Shankranna Ishwarappa by a margin of 26000 votes.

Following the results of the election, the Bharatiya Janata Party (BJP) led by B. S. Yediyurappa formed the ministry and Jagadish Shettar was elected as the Speaker of the Karnataka Legislative Assembly on 5 June 2008; this was the first time that the BJP came to power in a South Indian state. Some reports suggested that the politician strongly opposed his appointment as the Speaker and alleged that it was a calculated move from certain sections within the BJP to limit his growth; however, after the intervention of the Karnataka BJP core committee, he was appointed as the 18th Speaker of the Karnataka Legislative Assembly. His stint as the Speaker lasted for more than a year between 5 June 2008 and 16 November 2009; he tendered his resignation as the Speaker of the Karnataka Legislative Assembly on 16 November 2009 after he was named as the Minister of Rural Development and Panchayat Raj in the B. S. Yediyurappa ministry; he was in the office between 2009 and 2011.

In August 2011, B. S. Yeddyurappa tendered his resignation as the Chief Minister of Karnataka after he was accused in a mining scandal; it was widely expected that Shettar would replace him as the Chief Minister of the state, but Yeddyurappa chose D. V. Sadananda Gowda as his successor. This decision was not received well within the party and party workers started raising their displeasure, and soon the party was plagued with factionalism and dissident activities; to put an end to this and to unite the party, the BJP High Command and Yeddyurappa demanded D. V. Sadananda Gowda step down as the Chief Minister and chose Shettar to replace him.

On 12 July 2012, Jagadish Shettar became the 15th Chief Minister of Karnataka; he was the third BJP leader who became the Chief Minister of the state within four years and he tendered his resignation as the Chief Minister of Karnataka to the Karnataka Governor on 8 May 2013. In the 2013 Karnataka Legislative Assembly election, he was the CM candidate of the BJP and he retained his seat by a margin of 17754 votes. The BJP suffered a humiliating defeat in the election, and he was named the Leader of the Opposition in the Karnataka Legislative Assembly; this was his second stint as the Leader of the Opposition. Jagadish defeated the Indian National Congress (INC)’s Mahesh Nalwad by a margin of 21,306 votes and retained his seat in the 2018 Karnataka Legislative Assembly election. Following the 2019 Karnataka political crisis and the fall of the H. D. Kumaraswamy government, the Bharatiya Janata Party led by Yeddyurappa formed the ministry on 26 July 2019. Shettar was the Minister of Large & Medium Industries in the fourth Yeddyurappa ministry between 20 August 2019 and 28 July 2021.

Some reports suggested that he refused to accept any ministerial responsibilities in the Basavaraj Bommai ministry. On 16 April 2023, he handed over his resignation letter to assembly speaker Vishveshwar Hegde Kageri.

Resignation from the Bharatiya Janata Party (BJP)

In 2023, the BJP central leadership demanded Jagadish retire from electoral politics ahead of the 2023 Karnataka Legislative Assembly election and his name was not included in the lists of the party candidates; he was upset with the party’s decision and threatened to quit the party if he was not allowed to contest from the Hubli-Dharwad Central legislative constituency. Some reports suggested that the party-state leadership and central leadership tried to convince him not to contest in the assembly election and even offered him a position in the central government; however, he was adamant about contesting in the 2023 Karnataka Legislative Assembly election and declined their offer.

According to some reports, the BJP national president J. P. Nadda called him to Delhi to resolve the issue; however, the party decided not to field him for the assembly elections. On 16 April 2023, he tendered his resignation as the MLA of the Hubli-Dharwad Central constituency and also resigned from the party and shared the news of his resignation on Twitter. In an interview, he pointed out that he would contest the 2023 Karnataka Legislative Assembly election by joining another party or as an independent candidate.

Joined the Indian National Congress (INC)

On 17 April 2023, he joined the INC in the presence of INC leaders Mallikarjun Kharge and Randeep Singh Surjewala and Karnataka Pradesh Congress Committee President D. K. Shivakumar. After joining Congress, while addressing the media, the veteran politician said,

I was in the BJP not for power. I am from the Sangh Parivar and an ABVP leader. But the BJP humiliated me by denying the ticket at the last minute. The BJP leaders could have informed me about the ticket a few days ago”

Later, D. K. Shivakumar handed over Form B for the Hubli-Dharwad Central constituency to Jagadish; this was the first time the veteran politician contested on a non-BJP ticket. On 19 April 2023, he filed his nomination from the Hubli-Dharwad Central constituency as an INC candidate for the 2023 Karnataka Legislative Assembly election.

  • In 2023, after Yeddyurappa announced his retirement from electoral politics, Shettar was one of the veteran leaders in the Karnataka BJP; however, he was asked to retire from electoral politics by the party leadership and was not given a party ticket to contest in the 2023 Karnataka Legislative Assembly election. Following this he left the BJP and joined the Indian National Congress and lambasted the Karnataka BJP for disrespecting him and his community.
