Cao attended the United States Naval Academy after graduating from the esteemed Thomas Jefferson High School for Science and Technology in Alexandria. Additionally, he obtained a master’s degree in physics and completed fellowship programmes at Harvard University and the Massachusetts Institute of Technology. He, his wife April, and their five kids reside in Purcellville, in the northern Virginian region.

In his announcement of his candidature, Cao said that his family had escaped Vietnam in the 1970s and had spent some time in Africa before coming to the United States, which he called “the most generous country on Earth.”
