Kaine, who was Hillary Clinton’s running mate for vice president in 2016, has held public office for almost 30 years, first as the mayor of Richmond and then as the state’s lieutenant governor and governor. He won his first Senate seat in 2012 and easily defeated a far-right challenger the following year.
Cao attended the United States Naval Academy after graduating from the esteemed Thomas Jefferson High School for Science and Technology in Alexandria. According to his campaign biography, he was commissioned as a special operations officer and later served with SEAL teams and special forces in Iraq, Afghanistan, and Somalia before retiring with the rank of captain.
Additionally, he obtained a master’s degree in physics and completed fellowship programmes at Harvard University and the Massachusetts Institute of Technology. He, his wife April, and their five kids reside in Purcellville, in the northern Virginian region.
In his announcement of his candidature, Cao said that his family had escaped Vietnam in the 1970s and had spent some time in Africa before coming to the United States, which he called “the most generous country on Earth.”

While criticising what he called the politicisation of the Justice Department, including the indictment of former President Donald Trump, Cao made a commitment to address the problems of illegal immigration, the spread of fentanyl, and crime that are “destroying our cities and communities” without mentioning Kaine.
Virginia Democrats referred to Cao as a “failed candidate” and “anti-choice extremist” who is too far right to win over the public of the state in a statement that underlined the policy stances he took when running against Jennifer Wexton. In an interview with a local news channel, he questioned the validity of the 2020 presidential election while also applauding the Supreme Court’s decision to overturn Roe v. Wade. In his campaign last year, Cao also voiced his opposition to aid for Ukraine.
“Voters in Virginia’s 10th Congressional District already rejected Hung Cao in his bid for the U.S. House, and I can assure you he’s too extreme for the U.S. Senate,” said Democratic Party of Virginia Chairwoman Susan Swecker in a statement.
Considering the magnitude of the competition, the statement added, Republicans were in for a “messy and brutal primary.”
In the second quarter of this year, Kaine’s campaign reported raising over $2 million and finishing the quarter with $6.3 million in cash on hand, which is nearly $5.7 million more than the entire GOP field combined, according to campaign finance reports.
