Vikram Misri is a 1989 batch Indian Foreign Service officer who has served as the Indian Ambassador to various countries in Europe, Africa, Asia and North America. He served as Private Secretary during the tenure of Indian Prime Ministers Inder Kumar Gujral, Manmohan Singh and Narendra Modi. On 28 December 2021, he was appointed as the Deputy National Security Advisor of India by the National Security Council Secretariat.

Vikram Misri was born on Saturday, 7 November 1964 (age 57 years; as in 2021) in Srinagar, India. Their zodiac sign is Scorpio. Vikram attended Burnt Hall School, DAV School and Carmel Convent School in Jammu and Kashmir to receive her secondary school education. After this he went to Scindia School, Gwalior, Madhya Pradesh to pursue senior secondary school education. Vikram Misri started working in the advertising film production industry soon after finishing college, where he worked for three years.
Indian Foreign Service (IFS)
After his stint in the advertising industry, Vikram joined the Indian Foreign Service in 1989. He served as the Indian Ambassador to Brussels and Tunis on various Indian missions from 1991 to 1996. Vikram Misri was appointed as Under Secretary in the office. Foreign Minister of India to Indian Prime Minister Inder Kumar Gujral in November 1996 and served there until April 1997. In April 1997 he was promoted to the post of Private Secretary to Indian Prime Minister Inder Kumar Gujral and served for a year. Vikram Misri was posted as First Secretary in the Indian High Commission in Islamabad from August 2000 to September 2003 during various sensitive issues such as the Indian Parliament attack, Operation Parakram and the Agra Summit. Vikram Misri arranged official meetings between the Manmohan Singh government and the George W. Bush administration to improve relations between the two countries. Vikram Misri was appointed as Political Counselor at the Indian Embassy in Washington, DC from September 2003 to October 2006. Vikram Misri worked under Pranab Mukherjee as Director of the Office of the External Affairs Minister from November 2006 to September 2008. Vikram Misri was appointed as India’s Deputy High Commissioner to Sri Lanka from September 2008 to September 2011. Vikram Misri was appointed as the Consul General of India to Munich from September 2011 to February 2012. In 2016, he was sent as an Indian. Ambassador to Myanmar, and in 2019, he was appointed as the Indian envoy to China on various Indian missions. Tensions had risen between India and China during the Galwan Valley clash in 2020, in which Vikram Misri played a key role by arranging official meetings between senior officials of India and China, including Liu Jianzhou.
Private Secretary to the Prime Minister of India
In 2012, he started working as private secretary to the then Prime Minister of India Manmohan Singh. In 2016, she worked with Prime Minister Narendra Modi as his private secretary.
Deputy National Security Advisor
He was appointed as the Deputy National Security Advisor of India by the National Security Council Secretariat on 28 December 2021. The other two Deputy National Security Advisors who worked with Vikram Misri were Rajendra Khanna and Dutta Pandasalgikar. Pankaj Saran was appointed to the post of Deputy NSA in place of Vikram Misri.
Controversy
In 2020, he courted controversy when he said in a conversation with The Press Trust of India that Chinese troops along the Line of Actual Control needed to retreat to the India-China border. This statement was considered contradictory to the statement of Indian Prime Minister Narendra Modi, which Modi had given at the same time on Prasar Bharati radio channel. Modi said on Prasar Bharati that no one has intruded on India’s border.

- In 2020, during the Galwan Valley clash between India and China, Vikram Misri held various official meetings between the two countries and said in a press conference that border issues should be on priority for both the countries. They said,
For a long time, the Indian and Chinese sides have been adhering to a well-understood distinction between resolving the boundary question and managing border affairs. This is the root cause of the tense situation on the border. We advocate that we should resolve the border issue through peaceful dialogue and we do not think that the border issue should be linked to our bilateral relations.
- Vikram Misri has learned various languages as an Indian ambassador to represent India in other countries. He knows Hindi, English, Kashmiri, Spanish, Urdu, Punjabi and French. In an interview given to a media house, he talked about being multilingual. He said,
My mother tongue is Kashmiri. I speak, read and write English and Hindi and am also familiar with Punjabi and Urdu. Among foreign languages, I can speak, read and write French. I can even speak enough Spanish to survive on the streets and in supermarkets!”
- According to Vikram Misri, when he was studying in middle school, he dreamed of representing India on various international platforms. In an interview given to a media house, Vikram talked about his childhood dream. He said,
In fact, I consider myself lucky that I was able to realize my childhood ambition. Joining the Indian Foreign Service and representing India abroad was actually something that was on my mind since I was in middle school.
