Shubham Kumar was born on Friday, 14 February 1997 (age 24 years; as in 2021) in Kumhari village, Kadwa block, Katihar district, Bihar. Their zodiac sign is Aquarius. He did his primary education in Kumhari village of Bihar. Later, he joined Vidya Vihar Residential School, Parora, Purnia, Bihar and completed his class 10 in 2012. After this he took admission in Chinmay Vidyalaya Bokaro, Jharkhand for class 11 and class 12.

Then he started preparing for IIT and got 219th rank in the entrance exam and got admission in IIT, Bombay. When he was pursuing B.Tech in Civil Engineering at IIT Bombay, he performed so well in his academics and extra-curricular activities that he got his B.Tech degree six months before the completion of the degree. He attended Purdue University, West Lafayette, Indiana as a summer research intern in May 2017.

He made his first attempt at the Union Public Service Commission Civil Services Examination in 2018, but he could not clear the examination. A year later, he made his second attempt and secured 290th rank after which he got selected in the Indian Defense Accounts Service (IDAS). He then began his training at the National Academy of Defense Financial Management (NADFM), Pune. After this Shubham made his third attempt in 2020 and topped the Union Public Service Commission Civil Services Examination (2020). Shubham Kumar scored a total of 1,054 marks i.e. 878 marks in the written test and 176 marks in the personality test (or interview). He chose anthropology as an optional subject. In an interview, he shared that he did not attend any coaching classes for his preparation. He used to study for 7 to 8 hours daily for the pre-exam and increased the study hours to 8 to 10 hours for the main exam. After almost 33 years, UPSC has got a topper from Bihar after Additional Chief Secretary of Bihar Government, Aamir Subhani. Talking to journalists, Shubham said,
Development of villages, employment generation and poverty alleviation in rural areas of the country will be his primary focus. My dream was to join IAS because it gives a broad platform to work for the betterment of people. Realized this and I would like to work for the underprivileged, especially in rural areas. My father used to motivate me a lot and help me maintain a positive attitude which helped me in passing the exam. I have been preparing since 2018. I can’t believe today’s results. Whatever post is assigned to me, I will perform to the best of my ability.

He added,
I used to fear disqualification before prelims and mains. I was fortunate to have the constant support of my friends and family. I had a good plan to study, I used to self analyze so my preparation was on the right track. I did not expect this rank. When we saw the rank list for the first time, neither I nor my family could believe it. It took us some time to understand that this actually happened. My parents are thrilled with my success… As an IAS officer, I will work focusing on rural development. I will be very happy if I get Bihar cadre.”

- He was the Social and Cultural General Secretary of Hostel 6 of IIT Bombay and during his tenure his hostel won the Cultural Cup for the first time.

His grandmother and grandfather always wanted Shubham to become an officer and kept asking. Shubham has been brilliant since childhood and has topped in studies. He always wanted to become an IAS. Since childhood, he was quiet and bright and after class 6, he studied in Patna and then 10th from Bihar. I did not tie a bundle but a protective thread around him.”
