Latifa MR Al Maktoum was born on Thursday, 16 June 1983 (age 40 years; as in 2023) in Dubai, United Arab Emirates. After completing her schooling, she joined Zayed University, a public university in Dubai, United Arab Emirates, where she earned a Bachelor of Business Science degree in Marketing and an Executive Master’s degree in Business Administration with Honors.

Sheikha Latifa bint Mohammed bin Rashid Al Maktoum, after completing her formal education, completed her practical training at Dubai Holding Group. In 2008, he began working in the Arts and Culture Department of the Dubai Culture and Arts Authority. He is responsible for the cultural and creative landscape, including overseeing the Dubai Creative Economy Strategy. The strategy aims to make Dubai the top choice for global cultural, creative and artistic talent by 2025.
She works on various projects, one of which is the construction of public libraries in Dubai. Their efforts are aimed at supporting the literary industry and encouraging a culture of reading. The goal is to make reading and learning easily accessible to everyone in Dubai by creating modern and comfortable library facilities that meet diverse needs.
In 2019, Latifa bint Mohammed Al Maktoum became the chairperson of the commission. Sheikha Latifa supports and finances local cultural projects that contribute to the development of Dubai’s cultural and creative industry. These initiatives aim to make culture a part of public life and enhance the cultural environment of Dubai. In 2020, Latifa bint Mohammed Al Maktoum delivered a speech at the Global Women’s Forum in Dubai. During the same year, he also participated in a “sofa session” with Becky Anderson, anchor of CNN’s Connect the World and managing editor of CNN Abu Dhabi. The session discussed “Accessible Creativity: Inclusivity and Diversity” at the World Conference on Creative Economy 2021, which was held at Expo 2020 Dubai.
Latifa bint Mohammed Al Maktoum hit the headlines in May 2022 when she unveiled a six-year strategic blueprint with objectives to transform Dubai into a successful talent hub, a worldwide cultural hub and an incubator for indigenous creativity. The “Dubai Creative Economy Strategy” and sponsoring council meetings and sessions to interact with members of the cultural and creative community were some of the projects this strategy was intended to support. Their purpose is to encourage and aid the development of the country’s cultural and creative sectors.
