His son, Kartik Popli, was preparing for the Judicial Services Examination when he died after being shot during an anti-corruption raid at his house in Sector 11, Chandigarh on June 25, 2022. Karthik did his schooling from Yadavindra Public School, Chandigarh. Karthik did his graduation from DAV College, Chandigarh. Subsequently, Karthik pursued a three-year law program at OP Jindal Global University from where he graduated in 2019. Karthik identified himself as a ‘lawyer, traveler and selenophile’ on his social media accounts. Karthik’s Instagram profile reveals that he loves travelling, dogs and is interested in photography.

From July 1990 to May 1992, he served as Professor of English and American Literature at St. Bede’s College, Shimla. He was appointed to the Punjab Civil Service in 1992 after which he was posted as SDM in various districts. In 2008, he was promoted and joined the Indian Administrative Service against vacancies from the State Civil Service quota of Punjab. Although Popli was included in the combined eligibility list of vacancies for consideration for promotion to the IAS continuously from 2010 to 2013, he had to fight a legal battle to be promoted to the IAS. Reportedly, he was refused integrity certificate by the then Chief Secretary. He filed a petition in the Central Administrative Tribunal (CAT) in 2016 to be considered for joining the Indian Administrative Service, claiming that the IAS branch of the Department of Personnel, Government of Punjab, along with his ACR for the year 2007-08 Tampered and misrepresented. corruption allegations
On June 20, 2022, Punjab Vigilance Bureau arrested IAS officer Sanjay Popli and his partner Sandeep Vats on corruption charges. Reportedly, Punjab Water Supply and Sewerage Board CEO Popli demanded one per cent commission from the contractor of the Rs 7 crore sewerage project in Nawanshahr. A piece of video evidence was provided by whistleblower Sanjay Kumar, a Karnal-based contractor, through the anti-corruption helpline. Kumar had used a pen camera to record Vatsa taking the bribe.
Case registered under Arms Act
Following his arrest on June 20, 2022, in the bribery case, Popli was booked under the Arms Act. During the search, Vigilance Bureau officials found 73 bullets (41 of 7.65 bore, 30 of .22 bore and two of .32 bore) from his house.
Allegations of extortion, false evidence and criminal conspiracy
Following his arrest on corruption charges, Popli was booked along with an unidentified woman under charges of extortion, false evidence and criminal conspiracy.
Vigilance Bureau accused of murder of Karthik Popli
On 25 June 2022, his son Kartik Popli died after being shot at his house in Sector-11, Chandigarh, while the Punjab Vigilance team was searching the house over corruption allegations against Sanjay Popli. While the family claimed that Vigilance Bureau officials had shot Kartik, Chandigarh SSP Kuldeep Chahal said that Kartik had shot himself with his licensed gun. Although Karthik was immediately taken to the hospital, he was declared dead on arrival there. The Vigilance Bureau seized 12 kg gold, 3 kg silver, four Apple iPhones, a Samsung fold phone and two Samsung smartwatches from the store room of Popli House. The 12 kg gold included nine gold bricks of 1 kg each, 49 gold biscuits and 12 gold coins. Apart from three silver bricks weighing one kilogram and 18 silver coins, Rs 3.5 lakh in cash were also recovered.
Describing her son’s death, Sanjay’s wife Shree said that the vigilance team took Karthik to the first floor for questioning. He said,
They started putting pressure on it…despite my requests they did not let me go up. I somehow managed to get a glimpse from the staircase and saw that they had a gun aimed at my son. I tried to go up but was stopped. A few moments later, I heard gunshots. They killed my son.”
Facts/General Knowledge
- In 1997, as SDM of Jalalabad, he had a dispute with a police officer, which led to a face-off between the police and Popli. As a result, Sanjay was transferred from Jalalabad.
- Their Annual Confidential Report (ACR) for the year 2003–2004 contained adverse comments in which the general assessment read,
He was found guilty of ‘absconding’ from the sub-divisional headquarters, which an SDM cannot tolerate. “Refused to mend his ways despite repeated advice/warnings.”
- Being fond of cricket since childhood, he actively participates in various one-day cricket matches. He earned the title of Best Bowler in 2017 during a cricket match between Punjab Governors IAS XI and Haryana Governors IAS XI, which was held at the Punjab Cricket Association IS Bindra Stadium, Mohali.
