RK Mathur was born on Wednesday, 25 November 1953 (age 66 years; as in 2019) in Uttar Pradesh. Their zodiac sign is Sagittarius. His full name is Radha Krishna Mathur. He did B.Tech in Mechanical Engineering from IIT Kanpur. He did M.Tech in Industrial Engineering from IIT Delhi. RK Mathur is a 1977 batch IAS officer of Tripura cadre. His first posting was as District Manager and Collector of West Tripura. He has held many important positions in the Government of Tripura such as CEO of Tripura Tribal Areas Autonomous District Council, Panchayat Commissioner, Revenue, Resident of Tripura, Principal Secretary of Tripura, Chief Secretary of Tripura and many others.

On 1 October 2012, he was appointed as the Union Secretary of Defense Production by the Appointments Committee of the Cabinet (ACC) for a fixed tenure of two years. On 18 December 2015, Mathur was appointed as the Chief Information Commissioner (CIC) of India. He served as CIC until his retirement on 24 November 2018.

On 25 October 2019, Mathur was nominated as the first Lieutenant Governor of the newly formed union territory of Ladakh by President of India Ram Nath Kovind. On 31 October 2019, he was sworn in as the first Lieutenant Governor of Ladakh. He took oath on the same day as GC Murmu was sworn in as the first Governor of Jammu and Kashmir.
