On the night of July 21, 2023, Enforcement Directorate (ED) officials arrested Ranu Sahu, an IAS officer serving as Director in the Chhattisgarh Agriculture Department, in the 2022 coal levy case. His lawyer, Faisal Rizvi, said that he was called for questioning several times between October 2022 and January 2023 and that he had cooperated with the ED during those occasions; However, after January 2023, he was not called again by the ED.
He claimed that his arrest was politically motivated and the grounds for his arrest were fictitious. ED lawyer Saurabh Pandey confirmed the arrest and said that Sahu was produced in a Raipur court, where he was sent to three-day ED custody till July 24, 2023. According to the ED, not only Sahu but the entire state machinery had allegedly helped in carrying out the coal levy recovery conspiracy. The ED had named three government officials, including IAS officers Sameer Vishnoi, Soumya Chaurasia and Ranu Sahu, for allegedly assisting the syndicate’s ‘kingpin’ Suryakant Tiwari. The extorted money was allegedly used as bribes to pay government employees and finance election expenses. The ED further alleged that Sahu, during his tenure as collector in Korba and Raigarh districts, was in touch with Suryakant Tiwari through his relative. In October 2022, she was on leave when the ED raided her office in Raigarh, and her office was later sealed.
On his return from leave, he claimed that his phone was stolen, and the ED noted that his phone had been switched off around the time the ED arrived to conduct the raid. The ED claimed that Sahu was knowingly and willingly involved in the coal levy case and had lied during interrogation. They also provisionally attached assets worth Rs 5.52 crore of Sahu, accusing him of being involved in receiving bribes from other accused in the coal levy case; However, her lawyer said that when confronted with the documentary evidence, she was unable to give a satisfactory answer to the ED.
