On September 17, 2022, a student in the girls hostel of Chandigarh University had accused another girl of making a video of her while she was bathing. While bathing, the student came to know that another girl (a first year MBA student in the university) had kept the mobile phone in her bathroom. She was surprised to see this and immediately asked the accused girl about the phone. After this she called other girls from the hostel and they started asking the accused girl about the whole matter. Later, a video of the hostel girls went viral on social media in which the accused girl was being interrogated by her co-hostels. Initially the accused girl said that she had made her video for her boyfriend.
After this, the girls called their warden Rajwinder Kaur and when the warden strictly asked the accused girl about it, she confessed that she had made the video of the girls. A video of this went viral on social media in which the accused girl is seen confessing that she made the video and sent it to her boyfriend Sunny Mehta from Shimla.

The accused girl told that the boys were blackmailing her to make a video. Later she confessed that she used to make videos of girls taking bath for the last few months. There were about 60 girls living in the same hostel where the accused girl was staying, hence it was believed that he had made videos of about 60 girls. After this, the warden took the matter to the university management team and then the management lodged a complaint against the girl at Mohali police station under section 354-C of IPC and IT Act. As soon as the matter heated up in the university, the accused girl was locked in the room to protect her from other students. Later, one of the university students said,
The hostel where the incident took place was a boys’ hostel till last session. This year, as the admission of girls increased, it was converted into a girls hostel. Because it was a boys hostel, there was no partition in its bathroom. The new student had moved in a month ago and the hostel bathroom still had a common shower area. Because of this they could not know about the video being made by the accused girl. The girls claim that many videos were also shot through the cracks of the bathroom doors. There is no CCTV etc. in this hostel, so it is almost impossible to confirm all these claims.”
In the initial investigation, Mohali Police said that the girl did not make MMS and was sending the video to her boyfriend. Some female hostelers said that initially the warden asked them to close the matter. Later, a female victim received a threatening call from Canada on her WhatsApp number. The girl was abused and threatened during the call. Soon after this the protests intensified and No. The number of protesters increased to 5000. Some media houses even claimed that some female students committed suicide in the university hostel. However, police officials at the press conference refuted such claims and said that the girls had some medical conditions due to which they were taken in an ambulance. On the other hand, Himachal Police has started searching for the accused boys Sunny Mehta and Rankaj Verma in Shimla. Soon, Sunny was arrested from Dhali, Shimla and Rankaj was arrested from Rohru, Shimla. After arrest, the boys were handed over to Punjab Police for further investigation. On the arrest, Himachal Pradesh DGP said,
Punjab Police reached PS Rohru of Shimla. Accused Sunny Mehta has been handed over to them. Zero tolerance on crimes against women. If any additional evidence comes to us, we will take action as per law.
Talking on this matter, Himachal Pradesh Chief Minister Jairam Thakur said,
I have ordered police officers to work with Punjab Police. Based on the information we have, the child who made the video viral is a resident of Himachal. Legal action will be taken against him.
According to Mohali Police, during interrogation Rankaj told that his photo has been misused and the WhatsApp account shown by the girl in the video is fake. When Sunny Mehta was questioned, he said that he had not made any video viral. Later, all three accused were presented in Kharar Court in Mohali, Punjab and the court sent them on police remand for 7 days. A special investigation team of 3 women was formed to investigate the case. Initially two videos were found from the mobile of the accused girl; The first was her own and the second was of some other girl whose face was not visible. Following this, the university authorities suspended two wardens and other wardens were replaced overnight. The university has announced holidays in the university from 19 September 2022 to 24 September 2022. Earlier, University Pro-Chancellor Dr. RS Bawa said,
The rumor that 60 problematic MMS of students have been identified is completely false. As far as our inquiries have revealed, there is only one video of the accused himself. He hasn’t filmed anyone else on tape before.”
In an interview, Rankaj’s brother Pankaj told that the girl has misused Rankaj’s photo. He said that we have also lodged a complaint at Dhali Police Station in Shimla that Ranakaj’s photo has been misused. Pankaj said,
Ever since we saw Rankaj’s photo in the viral video, we called or filed a complaint at Dhali police station, it is not Rankaj’s account. We went to the police station two or three times. When JB Punjab Police came to Shimla, we went to the police station, they lied to us, no search operation was conducted. Jha tke I know Rankaj doesn’t even know Sunny Mehta.”
