Rakesh Pal is an Indian four-star general of the Indian Coast Guard (ICG). He came into limelight after he was appointed as the 25th Director General of the Indian Coast Guard in July 2023. Pal also has the distinction of being the first ICG officer to qualify as a gunner.

Rakesh Pal was born in Uttar Pradesh, India. After completing his formal education, he joined the Indian Naval Academy (INA) at Ezhimala, Kerala. There, he completed his military training in January 1989 and joined the Indian Coast Guard as an Assistant Commandant (AC).

Rakesh Pal After joining ICG, he attended a specialized professional course in Gunnery and Weapon Systems at the Indian Naval School Dronacharya in Kochi, Kerala and completed the Electro-Optics Fire Control Solution course in the United Kingdom, thus having the distinction of becoming Earned. First gunner of ICG. Throughout his career, he has held important positions including Commander of Coast Guard Area (North West) at Gandhinagar, Deputy Director General (Policy and Planning) and Additional Director General of Coast Guard at Coast Guard Headquarters in New Delhi.

Additionally, he has held various roles as Director (Infra & Works) and Principal Director (Administration) at Coast Guard Headquarters in New Delhi. Rakesh Pal has also accumulated extensive maritime experience, having led operations on all classes of ICG ships; ICGS Samarth, ICGS Vijit, ICGS Sucheta Kriplani, ICGS Ahalyabai, and ICGS C-03. Pal has also commanded two Coast Guard bases in the forward area of Okha and Vadinar in Gujarat.

In February 2022, Rakesh Pal was promoted to the rank of Additional Director General (ADG) and assigned to Coast Guard Headquarters in New Delhi. In February 2023, he was given the additional responsibility of serving as the Director General (DG) of the Coast Guard.

Under his leadership, the Indian Coast Guard conducted several operations and exercises. These activities included interception of drugs and illegal substances as well as seizure of valuable gold worth lakhs of rupees. They also conducted rescue operations for seafarers stranded in severe cyclonic storms, conducted joint exercises with foreign coast guards, conducted anti-poaching operations, provided humanitarian assistance during cyclones and other natural disasters and carried out coastal security exercises. On 19 July 2023, the Ministry of Defense (MoD) approved his appointment as the 25th Director General (DG) of the ICG. While giving an interview, Rakesh Pal said,
I feel extremely honored and privileged to take charge as the 25th Director General of the Indian Coast Guard. My priorities are to ensure that we fulfill the duties of our Coast Guard charter that mandate us. We are going to ensure interdiction-free surveillance, coastal security. We have very good coordination and coordination with multistake agencies. We are keen to ensure that the coastal security mechanism is in accordance with the existing SOPs.
