Ratna Singh was born on Wednesday, 29 April 1959 (age 60 years; as in 2019) in New Delhi. His zodiac sign is Taurus. He earned a Bachelor of Commerce degree from Jesus and Mary College, New Delhi. He belongs to the royal family of Kalakankar village in Pratapgarh, Uttar Pradesh.

Ratna Singh belongs to a Thakur family. His father, Raja Dinesh Singh, was a prominent Indian politician. He was in the Congress Party and was also the Foreign Minister of India. His father was in the cabinet of Indira Gandhi as well as Rajiv Gandhi. His mother’s name is Rani Neelima Kumari. He has five sisters, Maharani Rewa Kumari, Princess Ravija Kumari, Yuvrani Rajita Devi, Princess Renuka Devi and Abha Kumari.

Ratna Singh joined the Indian National Congress in 1991. In February 1996, he was appointed as the General Secretary of the Uttar Pradesh Congress Committee (UPCC). In 1996, she was elected to the 11th Lok Sabha from Pratapgarh Lok Sabha constituency of Uttar Pradesh. After being elected to Parliament, he was included in the Executive Committee of the Congress Party in Parliament.

In 1999, she was re-elected to the 13th Lok Sabha from Pratapgarh. She contested again in the 2004 general elections, but lost to Akshay Pratap Singh of Jansatta Dal. In 2009, Ratna Singh was re-elected to the 15th Lok Sabha from Pratapgarh. In September 2009, he was elected as a member of the Defense Committee and Finance Committee. She contested the general elections in 2014, but lost to Harivansh Singh of Apna Dal. On 15 October 2019, she left the Congress party and joined the BJP in Lucknow in the presence of Uttar Pradesh Chief Minister Yogi Adityanath.
