Rajesh Bindal was born on Sunday, 16 April 1961 (age 62 years; as in 2023) in Ambala, Haryana. His zodiac sign is Aries. He did his schooling from SA Jain Senior Model School, Ambala. After completing his studies, he joined the Punjab and Haryana High Court on 14 September 1985. In 1992, he started working at the Central Administrative Tribunal. From 1992 to 2006, he represented the Chandigarh Administration before the Central Administrative Tribunal. He also represented the Employees’ Provident Fund Organization of Punjab and Haryana before the High Court and the Central Administrative Tribunal. He gained expertise in taxation, constitutional, civil and service matters. He was the standing counsel for the IT department and other central and state government organizations. He was also a part of the Sutlej-Yamuna water dispute between Haryana and Punjab, where he represented Haryana before the Honorable IRA Tribunal and the Honorable Supreme Court. He was appointed as a permanent judge of the Punjab and Haryana High Court on 22 March 2006. He began serving as chairman of the court’s computer committee and dues committee. In the same year, he delivered a judgment with Justice BS Walia on the Punjab Scheduled Castes and Backward Classes (Reservation in Services) Act. In the decision, he called for 20% reservation in promotions for Scheduled Castes and Scheduled Tribes in C and D category government services and 14% reservation in A and B category government services. On 26 October 2018, he was recommended to be transferred to the Madras High Court, but following his request for review in a high court in North India, he was transferred to the Jammu and Kashmir High Court. On 19 November 2018, he was appointed as Judge of the Jammu and Kashmir High Court, the common high court for the Union Territory of Ladakh and Jammu and Kashmir. On 9 December 2020, he was appointed as the Acting Chief Justice of Jammu and Kashmir High Court by then President Ram Nath Kovind. On 29 April 2021, he was appointed as the Acting Chief Justice of the Calcutta High Court. On 27 June 2021, the Bar Council of West Bengal appealed for the removal of CJI NV Ramana due to “interference in fair and impartial justice delivery”, following which he was removed from the post. On 11 October 2021, he took oath as the Chief Justice of Allahabad High Court. - In 2017, he delivered judgment on a case against a petition challenging the Bar Council of India (BCI) Rules (2006). In the petition filed by lawyer Virendra Pal Sharma, he has questioned the use of the words ‘Your Honor’ and ‘Honorable Court’ in the Supreme Court and High Court and the word ‘Sir’ used in subordinate courts and tribunals. The case was settled because the petitioner could not provide proper evidence for his complaint.
- In April 2018, when he was the chairperson of the Ministry of Women and Child Development, he presented a report on civil aspects of the International Child Abduction Bill. In the report, he also gave suggestions for the Children’s Protection (Inter-Country Removal and Retention) Bill.
- When he was serving as a judge in the Punjab and Haryana High Court, he resolved about 80,000 cases and was a member of committees including the Computer Committee and the Dues Committee.

In the petition, he said the anti-beggary laws are “unconstitutional” and violate Articles 14, 15, 20 and 21 of the Constitution.
