Main culprit in Bully Bai app case
In 2022, Neeraj was arrested from his hometown Jorhat after he was found to be the creator of the Bully Bai app. He was sent to police custody for seven days. This app was created on the GitHub platform and the purpose of the app was to traffic Muslim women. Photos of Muslim journalists and actresses were uploaded on the app without their permission. In 2022, a journalist claimed that the term ‘Bulli Bai’ was used to insult Muslim women. After Neeraj was arrested by the police, there were reports that the sale of women in the app was fake and it was created only to humiliate women with Muslim ideology. Before being arrested in connection with the case, three other people were taken into police custody. Neeraj created several Twitter handles with different names, through which he used to post objectionable content on the platform. He also tried to mislead the police through one of his Twitter accounts. On 21 June 2022, a Mumbai court granted bail to Bishnoi and two others on a surety bond of Rs. 50,000 each.

- When Neeraj was in class 10th, he had scored 86% marks. He received a laptop as a gift from the Assam government. In an interview, his father had said that he was completely alone and did not have many friends. he adds,
He used to use his laptop late… often till after midnight. We don’t know what he was doing. My wife and I would often ask him to turn it off, and he would always reply: ‘Just five more minutes.'”
- During investigation, he told that he had become interested in hacking from a young age and started practicing hacking at the age of fifteen.
- Reportedly, he used various online platforms to showcase his views about Hinduism, technology and women. In some posts on the online forum Quora, he tried to show that Hinduism is superior to other religions. He also raised questions on actress Sunny Leone’s childhood for working on adult sites. In one of his posts on the platform, he expressed his views about Hinduism and said,
Religions that think that increasing their followers will give them a higher status in society cannot be classified as a religion, especially those for which killing followers of another religion will give them a ticket to heaven. I am not pointing at anyone. I am not pointing towards any religion. My words are enough for him!”
- A well-known media house posted a video in which Neeraj is seen being taken into custody by the police.

- Neeraj’s arrest came after Ismat Ara, a female journalist, filed an FIR against the app being used to humiliate Muslim women. In a post he talked about this and said,
It is very sad that as a Muslim woman you have to start your new year with this feeling of fear and hatred. Of course, it goes without saying that I’m not the only one being targeted in this new version of ‘Sully’ deals. Screenshot sent by a friend this morning.”

He is pursuing B.Tech through online classes since September 2020. He has been arrested by Delhi Police in connection with his alleged involvement in the Bully Bai app. In view of defaming the university and bringing bad name to the institution, Neeraj Bishnoi has been suspended from the university with immediate effect.
