Laxmi Singh was born on Thursday, 2 May 1974 (age 48 years; as in 2022) in Lucknow, Uttar Pradesh. His zodiac sign is Taurus. She did her schooling from Loreto Convent Intermediate College, Lucknow. A brilliant student, Lakshmi stood second in Uttar Pradesh in the Class 10 board exams. He studied B.Tech in Mechanical Engineering with Gold Medal from Institute of Engineering and Technology. After this he did MA in Sociology. In 2000, she passed the Civil Services Examination and became an IPS officer of Uttar Pradesh cadre.

Lakshmi Singh is the wife of Rajeshwar Singh, MLA from Sarojini Nagar assembly seat of Lucknow. Rajeshwar, also an IPS officer, joined the Bharatiya Janata Party after taking voluntary retirement (VRS) from the service. Rajeshwar had retired as Joint Director of Enforcement Directorate, New Delhi. They have a daughter Rajlakshmi Singh.

After his IPS training, he served in various cities of Uttar Pradesh including Banaras, Chitrakoot, Gonda, Farrukhabad, Baghpat and Bulandshahr, holding the post of SP/SSP. A flamboyant IPS officer, Lakshmi has been actively involved in investigations related to crimes against women. Lakshmi led the Unnao case, where police had arrested a 21-year-old boy and his teenage associate for poisoning three Dalit girls. Known as a tough taskmaster, Lakshmi took forceful action against the mafia and organized crime in her area of work. He has also encountered many high profile dacoits and dreaded criminals. He has also done commendable work in the field of women’s safety. He also helped resolve over 4,500 pending cases within a period of three weeks. He has played an important role in resolving public complaints and problems of police personnel. She was also posted as DIG in the Special Task Force for some time.
In 2014, Lakshmi was posted as Deputy Inspector General of Police of 6 Bn PAC Meerut and ensured to keep a strict vigil on criminal gangs. He helped in the arrest of some of the most notorious dacoits and their associates by conducting several raids in crime-ridden areas. Later she was also posted on the posts of DG, ADG and DIG in various areas.
Impressed by his work, Uttar Pradesh Chief Minister Yogi Adityanath promoted him to the post of Inspector General of Police in Lucknow in 2019. As IG of Lucknow, Lakshmi led a team of many experienced policemen who helped and solved serious criminal cases. Police should maintain public trust.
Later Lakshmi was posted as Principal in the Police Training School, Meerut for some time. During his tenure, he worked hard to transform its functioning and transformed PTS into a center of excellence. Under his leadership, PTS Meerut was declared the number one police training institute in India by the Union Home Ministry. The organization also received a reward of Rs 2 lakh from the ministry. Seeing his sincerity towards work, Yogi Adityanath soon made him the nodal officer of Mission Shakti, to which he gave new dimensions.
In 2020, the Uttar Pradesh government appointed him to lead the investigation to confirm the role of police personnel in the Kanpur encounter of dreaded gangster Vikas Dubey, in which 8 police personnel, including DSP Devendra Mishra, were killed.
On 28 November 2022, she was appointed as the Police Commissioner of Gautam Buddh Nagar (Noida), becoming the first woman Police Commissioner of Uttar Pradesh. He replaced Alok Singh, who was transferred as Additional Director General of Police (ADGP) to the DGP office in Lucknow. The commissioner system was implemented in Noida in 2020. Apparently, even in the old Senior Superintendent of Police system, there was no woman SSP in Gautam Buddha Nagar.

- When Lakshmi was undergoing training at the Sardar Vallabhbhai Patel National Police Academy in Hyderabad, she was declared the best probationer by the authorities.
- While Lakshmi was posted as Inspector General of Police in Lucknow range in 2022, her husband Rajeshwar Singh contested the 2022 Assembly elections from Sarojini Nagar constituency. Fearing his influence on the voters in the area, Samajwadi Party state president Naresh Uttam Patel had written a letter to the Election Commission demanding his removal from the post. In the letter, Naresh said that Lakshmi should be removed from the post of IG of Lucknow range and posted somewhere else as her husband is a candidate from Sarojini Nagar seat and he can influence the voters. However, his request was rejected by the Election Commission.
