Jagtar Singh Chaudhary was born on Tuesday, 26 August 1958 (age 62 years; as in 2020) in Panoh village, Una district of Himachal Pradesh. According to another source, he was born in 1959 (age 61 years; as of 2020). Jai completed his schooling at a local high school in Dhusra village, Himachal Pradesh. After topping his preliminary classes under Himachal Pradesh University, Jai got admission into the Indian Institute of Technology (BHU) in Varanasi, Uttar Pradesh, where he studied Bachelor of Technology in Electronics Engineering. Jai completed his post-graduation from the United States. According to his LinkedIn profile, he has a double masters. He has also done Masters in Industrial Engineering and Management. Jay also pursued an Executive Management Program in Marketing from Harvard Business School in Boston, Massachusetts.

Jai and his wife Jyoti left their respective jobs in 1996 to start SecureIT, a cybersecurity consultancy firm in Atlanta. The company was acquired by American Internet company VeriSign in 1998. The acquisition made Jay vice president of VeriSign. Chaudhary founded and led e-commerce management firm CoreHarbor from 2000 to 2003, before it was acquired by AT&T. He founded CipherTrust, a messaging security firm, in 2000, which merged with Secure Computing (now owned by McAfee) in 2006, making him vice president of Secure Computing. Jay founded AirDefense in 2002, a company specializing in wireless security. Motorola acquired AirDefense in 2008.

- Reportedly, Jai grew up in a small village deprived of drinking water and electricity. Their village started getting drinking water and electricity when they were in eighth and tenth grade respectively. Due to lack of electricity, Jai used to study sitting under a tree. Talking about his struggle in an interview, he said,
I used to walk about 4 km every day to attend my high school in the neighboring village Dhusra.”
- According to him, his first air ticket to the United States was sponsored by the Indian multinational conglomerate Tata Group.
