Henry McMaster was born in Columbia, South Carolina on May 27, 1947. He is the eldest son of John Gregg and Ida Dargan (Pet) McMaster. In 1969, he earned a bachelor’s degree in history from the University of South Carolina. According to his education, he was an undergraduate member of the Kappa Alpha Order and the South Carolina Student Legislature. He graduated from the University of South Carolina School of Law in 1973, where he served on the editorial board of the South Carolina Law Review. Later that year, he was admitted to the bar in Richland County, South Carolina. He served in the United States Army Reserves until 1975 when he was honorably discharged.

McMaster was elected Chairman of the South Carolina Republican Party on May 8, 1993. In 1996, 1998 and 2000, he was re-elected by the State Republican Convention.
