Divya Mittal was born on Wednesday, 23 November 1983 (age 39 years as of 2022) in Delhi. Their zodiac sign is Sagittarius. After completing her schooling, Divya joined the Indian Institute of Technology (IIT), Delhi, to pursue B.Tech in Engineering Physics (2001–2005). Divya received the Summer Undergraduate Research Award while studying at IIT, Delhi. Subsequently, he pursued MBA from the Indian Institute of Management (IIM), Bangalore (2005–2007). In 2005, he addressed the Asia-Pacific Association of Derivatives Conference on the pricing, applications and forecasting capability of derivatives on economic data. Divya Mittal passed the Civil Services Examination in 2013 and became an IAS officer of Uttar Pradesh cadre. Soon after completing her training at the Lal Bahadur Shastri National Academy of Administration, Mussoorie, Divya started working as a Sub-Divisional Magistrate in Sidhauli, Sitapur.

He served there from September 2014 to June 2015. On 31 August 2015, Divya went on central deputation for a period of 3 months and served as Assistant Secretary, NITI Aayog, Government of India, New Delhi. From December 2015 to May 2017, Divya served as Sub-Divisional Magistrate in Meerut.

Subsequently, he served as the Chief Development Officer of Gonda region for about one year and 9 months. Mittal served as the Joint Managing Director of UP State Industrial Development Authority in Kanpur, Uttar Pradesh from April 2018 to February 2019. On 20 February 2019, Divya was appointed as the Vice Chairperson of Bareilly Development Authority. Divya served as the District Magistrate and Collector of Sant Kabir Nagar, Khalilabad, Uttar Pradesh for almost two years and was later posted as the District Magistrate and Collector of Mirzapur.
