Chandrakala was born on 27 September 1979 (age 40; as in 2019) in Garjanapalli, Yelareddy mandal, Karimnagar, Andhra Pradesh (now in Telangana). He was educated at Kendriya Vidyalaya, Ramagundam. Later, she moved to Hyderabad for her graduation studies. She earned her bachelor’s degree in Geography from Koti Mahila College, Osmania University, Hyderabad. Furthermore, he did his post graduation in Economics from Osmania University, Hyderabad through distance education. Chandrakala topped the Group 1 services of Andhra Pradesh Public Service Commission and was appointed as Deputy Registrar of Cooperative Societies. She prepared and appeared for the Civil Services Examination with the help of her husband and secured 409th rank in her fourth attempt.

Chandrakala was born in a Hindu family of Banjara tribe (Scheduled Tribe). Kishan and B. It happened at Lakshmi’s place. His father is a retired senior technician from Fertilizer Corporation of India, Ramagundam and his mother is an entrepreneur. Chandrakala is the third child of her parents. He has an elder brother, B. Raghuveer, who is working as a technical officer in DLRL organization and a younger brother, B. Mahaveer, who is a banker in State Bank of India at Ramagundam, Karimnagar. She also has an elder sister, B. Meena, who works in the beauty industry.
Chandrakala married A Ramulu, an executive engineer of the Ramsagar project, when she was in the second year of her BA. The couple is blessed with a daughter, Kirti Chandra.

After passing the civil services examination, Chandrakala became an IAS officer of UP cadre in 2008. He was appointed as the Chief Development Officer of Allahabad in 2009. Later, in 2010, Chandrakala became the SDM of Allahabad. He was appointed as the District Magistrate of Hamirpur (2012), Mathura (2014), Dulandshahr (2015) and Bijnor (2016). He has also served as the District Magistrate of Meerut in 2016. She became the second woman District Magistrate of Mathura district after Anita Meshram.
In March 2017, Chadrakala took over as Director of Swachh Bharat Mission, New Delhi and Deputy Secretary, Ministry of Drinking Water and Sanitation. During this time he was appointed personal secretary of Sadhvi Niranjan Jyoti. In 2017, he was selected as the “Special Secretary” of the Department of Secondary Education. She is an active member of social networking sites and internet phenomenon and has a huge fan following. He has a huge fan base on social networking sites. In 2017, a video of him shouting at officials and contractors in UP for broken new roads went viral. He is described in the media as the most honest and hardworking officer. In a later case, he was also seen pulling up a government teacher for poor teaching and administrative misconduct.
