Ashok Khemka was born on Friday, 30 April 1965 (age 56 years; as in 2021) in Kolkata, West Bengal. His zodiac sign is Taurus. He received his primary education from St. Xavier’s Collegiate School, Kolkata. He completed his graduation in B.Tech (Computer Science Engineering) from Indian Institute of Technology, Kharagpur in 1988. He then obtained a PhD in Computer Science from Tata Institute of Fundamental Research, Mumbai. Khemka also holds an MBA in Business Administration and Finance and an MA Economics degree from IGNOU. He passed the IAS examination in 1991.

Ashok Khemka belongs to a Marwari family. There is not much information about his parents. He is married to Jyoti Khemka and has two sons, Ganesh and Srinath.

Ashok Khemka was in the IAS batch of 1991 Haryana cadre. He had a training period of 2 years, after which he got his first posting as Sub Divisional Magistrate (SDM). Whenever he received any unusual or informal request from a senior or politician, he would demand it in writing. He informed this several times to his superiors and the Chief Minister; Which was the main reason for his many transfers.
Although a government directive states that IAS officers should have a minimum tenure of 2 years in one posting, they continued to be transferred. He spoke out against wrongful contracts, dubious deals and unusual requests, but, he was mostly ignored. His cadre friends used to advise him to leave those issues aside, but, he always said that he just wanted to work in the right way. In 2012, he was in the news when he quashed a mutation in a land deal between Robert Vadra’s company and DLF. He opposed this deal and said that there were many financial irregularities in the deal.
On March 3, 2019, Ashok Khemka was transferred for the 52nd time. All these transfers caused him a lot of inconvenience in the last few years. He was never posted to one place for more than 18 months and his shortest posting was just 11 days. After being transferred for the 52nd time, he tweeted-

On 22 October 2021, he received his 54th transfer order in his 29-year-long career when the Government of Haryana transferred him as the Principal Secretary of the Haryana Science and Technology Department. Before this he was working on the post of Principal Secretary (Archives, Archeology and Museums).

- On 15 October 2012, Ashok Khemka had quashed the mutation of a land deal between Sonia Gandhi’s son-in-law, Robert Vadra, and real estate giant, DLF. Due to this he came in the news. Many people opposed him saying that he was doing this due to political motivation. Ashok Khemka stood by his statement that he was doing his work and had no personal agenda.
- In 2012, the Haryana government had formed a committee after Ashok Khemka made allegations on the land deal between Robert Vadra and DLF. The committee gave a clean chit to Robert Vadra and filed charges against Khemka for damaging the reputation of Robert Vadra and illegally canceling the land deal.
- In 2017, he tweeted that a retired IAS officer was being posted as the real estate regulator, who was on the committee that gave clean chit to Robert Vadra in 2012. He claimed that this posting was a reward for the clean chit that was given. To Robert Vadra. He also made a sarcastic comment in his tweet-

- In 2017, he was transferred for the 51st time and was posted to work under Haryana Sports Minister Anil Vij. He was posted as Principal Secretary in the Youth Affairs and Sports Department. After receiving the order he tweeted-

- When Khemka was in fourth grade, he memorized every chapter of his book Radiant Reader to teach himself English.
- He received the Manjunath Shanmugam Trust Integrity Award for public works in 2009.
- Khemka does not like being tagged as a whistleblower IAS officer. Once, he tweeted that he was doing his duty, and it would be misconduct not to report all those irregularities.

- He received several death threats after reporting irregularities in the Vadra-DLF land deal. On 1 November 2012, she filed an FIR with the Panchkula police, stating that she received death threats over the phone and that she faced regular harassment as people would make blank calls to her home in the middle of the night and Used to ring the bell of his house.
