Anand Mohan Singh is an Indian gangster-turned-politician who has served as the Member of the Parliament (MP) as well as the Member of the Legislative Assembly (MLA) in Bihar. He founded Bihar People’s Party (BPP) in 1993. He was jailed in 2007 after he was convicted in the murder case of the District Magistrate (DM) of Gopalganj G. Krishnaiah. He hit the headlines in April 2023 after he was released from prison following the amendment of the Bihar Police Jail Manuals, 2012, by the state government of Bihar.

Anand Mohan Singh Tomar was born on Thursday, 28 January 1954 (age 69 years; as of 2023) in Pachgachhia village, Saharsa district, Bihar, India. His zodiac sign is Aquarius. After completing his schooling in Bihar, Anand enrolled in a college in Bihar; however, he dropped his college studies midway to join the JP movement in 1974. Thereafter, he gained prominence for participating in several movements organised under the JP movement. At the age of 18, he started working as an editor of a magazine titled Kranti Doot. He was jailed under the Maintenance of Internal Security Act (MISA) after Prime Minister Indira Gandhi declared a nationwide emergency in 1975; he remained in jail till 1977.

Anand Mohan Singh came into the limelight after he led an agitation against Prime Minister Morarji Desai in the late 1970s. Thereafter, he got involved with underground activities in the Saharsa-Supaul belt in Bihar and earned the title of “Bahubali.” Many cases were registered against him by the Bihar Police for his nefarious activities such as extorting from businessmen and demanding ransoms from politicians. He even spent three months in jail after he surrendered to a court in Bihar in 1983. Despite being jailed, he continued his criminal activities by commanding his criminal group and overseeing its operations.
Politician
In 1980, Anand Mohan Singh founded a political organisation named Samajwadi Krantikari Sena. In the late 1980s, he joined the Janata Dal (JD). In 1990, he contested the Bihar Assembly elections from the Mahishi constituency on a ticket from Janata Dal; he received 97,032 votes and won the elections. Anand left the Janata Dal in 1993 after the differences between him and the party’s leadership began to widen over the implementation of the Mandal Commission’s report. After leaving the party, he floated his party named Bihar People’s Party (BPP) in 1993. Later, he joined George Fernandes and Nitish Kumar’s Samata Party (SAP). In 1996, Anand Mohan contested the Lok Sabha elections from the Sheohar constituency on Samata Party’s ticket. In the elections, he received a total of 3,34,994 votes and emerged victorious. Many sources claim that he contested the elections while he was in jail.
Later, he left SAP and joined the All India Rashtriya Janata Party (AIRJP). In 1998, he contested the Lok Sabha elections from the Sheohar constituency in Bihar on AIRJP’s ticket; he received 2,89,830 votes and emerged as a victor in the elections. Thereafter, he was appointed as a member of the Consultative Committee in the Ministry of Power.
He later left AIRJP and contested the 1999 general elections from the Sheohar constituency on a ticket from Bihar People’s Party. In the elections, he was defeated by Md Anwarul Haque, a Janata Dal candidate, by a margin of 2,535 votes. Thereafter, he joined Nitish Kumar’s Janata Dal (United); however, he left the party later.
In 2004, he contested the Lok Sabha elections from the Sheohar constituency on BPP’s ticket; however, he lost the elections. In the same year, he merged BPP with the Indian National Congress (INC).
He contested the 2005 Bihar Vidhan Sabha elections from the Nokha constituency on RJD’s ticket. He, however, was defeated in the elections by a Bharatiya Janata Party candidate named Rameshwar Prasad.

The murder of an IAS officer
On 5 December 1994, Anand Mohan Singh, along with his wife Lovely Anand, was leading the funeral procession of a dreaded gangster and a member of the Bihar People’s Party (BPP) named Chhotan Shukla, who was shot dead in Muzaffarpur. While some sources claimed that Chottan was shot by the cops in a fake encounter, others asserted that he was killed in a gang rivalry. According to the video evidence collected by the Intelligence Wing of the Bihar Police in 1994, Anand and his wife were instigating the mob to riot against the DM and SP of Muzaffarpur. On that fateful day, G. Krishnaiah, an IAS officer of the 1985 batch, was on his way to Gopalganj when the agitated mob, instigated by Anand and Lovely, stopped his vehicle near the Muzaffarpur highway and started pelting stones at it. When Krishnaiah stepped out of his vehicle to calm the rioters down, he was dragged and beaten mercilessly by them. Krishanaiah was killed by Chottan’s younger brother Bhutkun Shukla after he shot the IAS officer thrice in the head. Later, a case was registered against Anand Mohan and his wife at the Patna District Court. On 3 October 2007, the court gave its judgement in which it handed out the death penalty to Anand following which he was sent to the Beur Central Jail from where he was later transferred to the Bhagalpur Central Jail. In 2008, Anand appealed against the decision of the district court at Patna High Court (PHC) and got his death sentence commuted to life imprisonment.
In 2012, Anand appealed to the Supreme Court, seeking a reduction in the jail term; however, the apex court quashed his plea. In the same year, the Government of Bihar filed litigation against the decision of the Patna High Court in the Supreme Court. The Supreme Court upheld the decision of the PHC and refused to turn down the judgement given by the PHC earlier. In April 2023, the Bihar legislature made some amendments to the Bihar Police Jail Manuals, 2012 following which the Law department of the state government issued a notification to the jail authorities on 24 April 2023 informing them about the early release of Anand Mohan Singh and 26 other prisoners, serving a life sentence in different jails across Bihar, on 27 April 2023. The notification stated,
In the light of the Bihar state sentence remission council meeting on April 20, 2023, the decision was taken for the release of prisoners having served actual sentence of 14 years or sentence of 20 years with remission.”
Following the notification, the Bihar government received massive criticisms from numerous politicians including the BSP supremo Mayawati who, in her statement, said,
In my entire career, I have never gone through such a change in the jail manual; this is unprecedented, not only in Bihar but in India as well. I am going to challenge the amendment in Patna High Court through PIL, my lawyer is already drafting the petition. I was trying to convince Ms. Uma Krishnaiah, the widow of G. Krishnaiah to file a PIL against the amendment but she was threatened by Anand Mohan’s gang and she refused to come to Bihar. Anand Mohan should be back at Saharsa jail. Any amendment should be in public interest rather than for any individual. He is not Nelson Mandela. Anand Mohan has committed a cold blooded murder of a serving IAS officer. To save a murderer, Nitish Kumar is amending the rule which is mala fide. It will not stand in the court.”
Following the issuing of the instructions, the killed IAS officer’s wife Uma urged Prime Minister Narendra Modi to intervene in the matter. The IAS association also wrote a letter to Nitish Kumar requesting him to put a stay on the order. The association in its statement said that it was in touch with G. Krishnaiah’s family to explore legal options for rendering the Bihar government’s orders null and void. While giving an interview, Uma said,
Nitish Kumar is setting a horrible precedent by releasing a person convicted of murder. It will embolden criminals to attack government officials because they know they can easily get out of prison. For just a few Rajput votes, he has taken a decision that has so many consequences for the common people. The Rajput community should think over this – whether they want a criminal like Anand Mohan to represent them in politics.”

- When Anand Mohan Singh was in jail, serving his term, he penned a story titled Parvat Purush – Dashrath for the book Madhurika, which was included in the Hindi syllabus of Class VIII of the CBSE. Later, he wrote three books, Qaid Mein Azad Kalam (Pen is Free in Captivity), Gandhi (Cactus Ke Phool), and Swadhin Abhivyakti (Free Expressions).
- Anand Mohan Singh went on a hunger strike at the Bhagalpur Central Jail after he was separated from Akhlaq Ahmed and Arun Kumar, who were on death row for aiding Anand in the murder of the IAS officer. Anand claimed that the jail authorities forced him to sleep on the floor and gave him poor-quality food. A senior jail official talked about his hunger strike and said,
As per the jail manual, a convict sentenced to death had to sleep on the ground. The convict was only provided with two blankets and was given a simple food.”
