Vinay Kumar Saxena started working as an Assistant Officer in the White Cement Plant of JK Group Rajasthan in 1991. He worked there for about 11 years, playing various roles. In 1995, he was selected as the General Manager to look after the proposed port project in Gujarat. Due to his high efficiency and dedication towards his work, he was later promoted as CEO and later Director of Dholar Port Project.
National Council for Civil Liberties (NCCL)
In 1991 he founded the National Council for Civil Liberties. The non-profit organization strongly opposed social activist Medha Patkar’s Narmada Bachao Andolan for the welfare of tribals. On 26 January 2001, a powerful earthquake struck Gujarat. To investigate the impact of earthquake on SSP using satellite imagery, NCCL took the help of a renowned organization called “Earth Centre” in Hyderabad, which specializes in interpreting satellite images. He was also involved in water resources planning and water shed management of Gujarat and Rajasthan. NCCL initiated a research named “TRISHNA” in 2003 to deliver unused water to the arid districts of Gujarat and Rajasthan to catalyze the process of greater scientific understanding of environmental concerns by highly qualified Indian and foreign scientists. In 2004, Vinay Kumar Saxena’s NGO in Ahmedabad came up with ‘Mission Endure (Ensuring Dust Reduction)’. The vision behind starting this project was based on a very simple and practical method, which was to pave road sides across the city with eco-friendly materials, thus eliminating dust accumulation and in turn, vehicles. And to prevent dust from being blown up by pedestrians. The project received global recognition with high appreciation and also won the United Nations-“Dubai Habitat’s International Award”. On 21 November 2014, he launched another project named ‘Rainbow Hills’ from Vanaj village in Sabarkantha district of Gujarat. The objective of this project was to reconstruct/repair and modernize tribal houses in the tribal Vanaj village, which is situated on a small hill overlooking a huge lake. The tribals built 12 selected houses in Vanaj using mud for the walls and local wood for the roof. Those rotting and dusty houses were unfit for human habitation. In a record time of three months, NCCL completed the repair and reconstruction of these 12 houses. Repairs to walls, floors, roofs, verandahs and toilets among other structures were completed as part of the programme. The aim of the scheme was to provide basic facilities to the deprived tribals while preserving their culture, customs and environment. These tribals were also encouraged to rent out a room in these renovated residences to tourists to increase their income.
Khadi and Village Industries Commission (KVIC)

It was during his tenure that KVIC’s turnover grew by 248%, while 40 lakh new jobs were created in just seven years. In 2021-22, KVIC achieved a historic turnover of Rs 1.15 lakh crore for the first time, the largest ever turnover by KVIC and any FMCG firm in India.

Lieutenant Governor of Delhi
Vinay Kumar Saxena was appointed as the Lieutenant Governor of Delhi on 26 May 2022. The press note issued by Rashtrapati Bhavan said,

Vinay Kumar transferred 40 top bureaucrats soon after assuming charge as Lieutenant Governor.
