Sameer Rizvi was born on Saturday, 6 December 2003 (age 20 years; as of 2023) in Loiya village, Meerut, Uttar Pradesh, India. Their zodiac sign is Sagittarius.
Later his family moved to Lal Kurti area of Meerut. From the age of five, he showed interest in cricket and used to go to the stadium to watch his maternal uncle Tanqib Akhtar play in cricket tournaments. He later began training under his uncle and played for several teams. He did his schooling from JP Academy, Meerut till 10th class.

Sameer Rizvi began representing Uttar Pradesh Under-14 during the 2014–15 season and played for them until the 2015–16 season. He played for Uttar Pradesh Under-16 from the 2016–17 to 2018–19 seasons.
He played for Uttar Pradesh Under-19 from the 2018–19 to 2019–20 seasons. He represented India Under-19B in the 2018–19 season and India Under-19A in the 2019–20 season. He played for SG Cantt in a cricket tournament in 2020.

Sameer Rizvi played for Kanpur Superstars in the inaugural edition of the UP T20 League in 2023. He finished the season as the team’s leading run-scorer with 455 runs in 10 matches at an average of 50.56 and a strike rate of 188.8. He scored two centuries which included the highest score of 122 runs and the fastest century of the tournament. He hit maximum 35 sixes in the tournament.
Indian Premier League (IPL)
Sameer Rizvi made headlines due to his strong performances in the UP T20 League in 2023 due to which he was expected to be one of the most sought-after players. This later proved to be true as during the auction for the 2024 IPL season, he was bought by Chennai Super Kings (CSK) for Rs 8.40 crore against his base price of Rs 20 lakh.
While Sameer’s father credited his uncle Tanqib behind Sameer’s success, his uncle Tanqib said that Sameer worked very hard since childhood to make his dreams come true.
