Salim started his political career as a Congress party worker and was in charge of organizing rallies, training camps and youth conferences. In 1982, he was elected as the student union leader of Seshadripuram College, Bangalore. In 1984, he became the vice-president of Bangalore City NSUI.

In 1987, he became the President of Karnataka NSUI and in 1997, he became the General Secretary of the All India Youth Congress. In 1997, he was elected as a member of the Karnataka Legislative Council and served on various committees constituted by the KLC. In 2002, he was again elected as a member of the Karnataka Legislative Council. In the year 2000, he became the Government Chief Whip of the Karnataka Legislative Council. In 2012, he became the Director General of Nehru Yuva Kendra Sangathan, Ministry of Youth Affairs and Sports, Government of India. On 25 January 2017, he was the Special Representative of the Government of Karnataka to the Central Government. On 21 June 2018, he was the AICC Secretary of Telangana State. On 11 March 2020, he became the working president of Karnataka Pradesh Congress Committee. On 6 January 2022, he became a member of the Karnataka Legislative Council from Hubli-Dharwad, Haveri, Gadag district.

  • When he was the Director General of Nehru Yuva Kendra Sangathan in 2012, he created a national network for development at rural and sub-urban levels. In an interview, he said that if there were rural youth clubs that would be involved in nation-building activities, India would develop. He as a youth leader came up with many innovative strategies to develop skills among Indian youth so that they can become productive, responsible citizens of a modern, secular and technological India thereby increasing employability. She began organizing youth events to unify the voices of youth clubs and women’s groups. These programs were transformed into community-based organizations with vast networks. He also planned to enhance competency development, awareness, knowledge, dissemination and job orientation for the youth.

  • He was the first Muslim President of All India Youth Congress to hold the post of President after Muhammad Ali in 1963. Talking about this in an interview he said,

    That was more than 50 years ago! Muslims and minorities have always stood with Congress. The party also always gives him prominence. This is the first time that a Muslim has been made the acting president. Moreover, I was the first Muslim from Karnataka to be appointed All India NSUI President.”

  • In 2020, he questioned the state government about its record of expenditure on procurement of PPE kits, sanitizers and masks during the COVID-19 crisis. According to him, the Karnataka government had not released Rs. Package of Rs 2500 to overcome the crisis.
  • In an interview, BJP leaders while talking about Salim said that eating Halal meat is not good and it is a matter of shame to have leaders who do so in the party. Talking about BJP’s attack in an interview, he said,

    This is not going to have any effect. Eating habits have been established for a long time. In the case of Halal, it is simply a process of purifying meat in Islam. It is good for health, that is why it is said that it is halal. These things are not an issue at all. This is really creating problems for people doing poultry and livestock business in rural areas…This will not affect the Congress party.

  • In 2020, he was part of the committee of three working presidents of the Congress party in Karnataka. In an interview he talked about this and said that this is not the first time that he has seen a committee with three chairmen. In the interview, he further said that when he was in charge in Telangana, there were four working presidents and five in Maharashtra. He said that strengthening the organization and empowering the president is a good thing.
  • In 2022, he asked the Congress party to give more tickets to candidates from the community in the assembly elections in 2023. In an interview, he talked about this and said,

    We will investigate and give the list to the party. The ability to win will be the criteria. Wherever there is a possibility of winning, we will insist on giving tickets to minorities. Voters are being shifted to different houses and booths, such irregularities have been found in Bidar, Vijayapura and Hubli apart from Bengaluru.
