Rishi Kumar Shukla was born on 23 August 1960 (age 58 years; as in 2018) in Gwalior, Madhya Pradesh, India. He did his early schooling from Carmel Convent Senior Secondary School, Gwalior and moved to Kolkata with his family as his father was appointed to the post of General Manager in Hindustan Motors. To complete his further education, he studied in a Hindi high school in Kolkata. He was a brilliant student during his school days and first got admission in IIT Kharagpur and then in IIT Kanpur. However, due to family problems, Shukla could not continue his education. Then, he went back to Gwalior and joined a college to pursue B.Com. After this he did MA in Philosophy. In 1983, after completing post-graduation, he appeared for the UPSC exam and passed the exam in his very first attempt.

Family, Caste and Wife
Rishi Kumar Shukla belongs to a Brahmin Hindu family. His father, Bal Krishna Shukla, was an engineer at Madhya Pradesh Electricity Board, Gwalior and general manager at Hindustan Motors, Kolkata. She has an elder sister named Shramita Pandey.
His grandfather, Rameshwar Shastri, was a renowned Ayurvedacharya in Lala Ka Bazaar. Additionally, the road where his grandfather practiced has been named Dr. Rameshwar Shastri Lane/Lala’s Bazaar after his grandfather.
He is married to Neelam, who is a school teacher. The couple have two daughters. Both of them are engineers.

Rishi Kumar Shukla is a 1983-batch Indian Police Service officer of Madhya Pradesh cadre. After completing his training from the National Police Academy, Rishi was posted in Shivpuri, Damoh, Raipur and Mandsaur districts of Madhya Pradesh and Chhattisgarh. He was only 23 when he joined the office and was one of the youngest IPS officers of his batch.
In 2005, he played a key role in the escape of Abu Salem and his then-girlfriend Monica Bedi.
In 2016, Shukla was selected as the DGP of Madhya Pradesh by the then Chief Minister of the state. During his tenure he took strict action against corrupt police officers. Additionally, he was responsible for carrying out the encounter of 8 SIMI (Students Islamic Movement of India) just hours after they ransacked the Bhopal Central Jail during his tenure.
Rishi was the man behind the technological advancements of Madhya Pradesh Police and was also behind the Dial 100 system. Moreover, he is the first DGP of MP to have an official Twitter account. He also introduced the Anti-Terrorist Squad (ATS) and Special Task Force (STF) of Madhya Pradesh Police.
Rishi has received training in crisis management and hostage negotiation from the United States. He was attached to the Intelligence Bureau for some time to handle sensitive cases.
From October 2018 to December 2018, Shukla was on 6 weeks leave due to his bypass surgery. On 4 December 2018, after resuming charge as DGP under the newly elected Congress government, he was transferred and made the Chairman of Madhya Pradesh Police Housing Corporation (30 January 2019).
Three days later, on 2 February 2017, Rishi was appointed as the Director of the Central Bureau of Investigation (CBI) for a fixed term of 2 years.

Controversy
During the tenure of the Congress government in Madhya Pradesh, VK Singh was appointed in his place by the Kamal Nath government on 30 January 2019 after he admitted Rishi Kumar Shukla was behind the arrest of pro-Congress YouTuber Abhishek Mishra. Apart from this, the MP government also had problems with Shukla’s decision-making in the posting of some IPS officers.
