Rashmi Shukla is a 1988 batch Indian IPS officer of Maharashtra cadre. She came into the news when she was accused of tapping the phones of some political leaders in Maharashtra, leading to three FIRs being filed against her between 2021 and 2022. In January 2024, she created history by becoming the first woman Director General of Police (DGP of Maharashtra).

Rashmi Shukla, known as Rashmi Awasthi before marriage, was born on Tuesday, 30 June 1964 (age 59 years; as in 2023) in Uttar Pradesh, India. His zodiac sign is Cancer. After completing his schooling at St. Xavier’s High School, Mumbai, he joined Elphinstone College, Mumbai, where he completed his graduation. Later she joined Mumbai University. There he earned a Master of Arts degree. After completing her formal education, Rashmi appeared for the UPSC Civil Services Examination and was successful in clearing it. Subsequently, he reported to the Sardar Vallabhbhai Patel National Police Academy (SVPNPA) in Hyderabad, Telangana, where he took a police training module.

Her husband’s name is Uday Shukla. He was an IPS officer and was posted as RPF Chief Security Commissioner-cum-IG in Western Railways in Mumbai till 2018. He died in 2018 at the age of 58 while undergoing cancer treatment at Ruby Hall Clinic, Pune. The couple has a son and a daughter.

Soon after, he was appointed as the Superintendent of Police (SP) of Nashik Rural. She continued to serve as SP of Aurangabad Rural, Satara and Pune Rural districts. He was later posted to Mumbai, where he was appointed as the Deputy Commissioner of Police of Zones 1 and 5. In 2008, during the terrorist attacks in Mumbai, she was working as a coordinator with the Government of Maharashtra, and had excellent performance during this time. In difficult times he received many appreciation awards. He was then appointed as the Additional Commissioner of Police (ACP) of the Southern Zone of Mumbai. After this she became the Joint Commissioner of Police of Crime Branch in Mumbai. She has also held the post of Commissioner of Nagpur Police and Pune Police (2016). She became the second woman to hold the post of Pune Police Commissioner.

After this she held the post of Additional Director General (Traffic). She held the posts of Deputy Inspector General (Administration) and Inspector General (Law and Order). He was then posted as Commissioner in the State Intelligence Department (SID); She held this position until her removal in 2019. Subsequently, he served as the Director General (DG) of Civil Defence. He was promoted to the post of ADG in the Government of India in 2021.

In the same year he was listed as the Director General of Police (DGP) by the Government of India. In 2023, she was appointed as the Director General (DG) of the Border Security Force (SSB), a position she held until her appointment as the Director General of Maharashtra Police in January 2024.

Controversy

phone tapping case

Three FIRs were filed against Rashmi Shukla in 2021 and 2022, accusing her of illegally tapping phones, including those of Congress president Nana Patole, during her tenure as commissioner of the state intelligence department. Patole had made these allegations in 2021. This led to an investigation following which an FIR was registered by the Pune Police on 25 February 2021. The FIR claimed that phone tapping was done for 60 days for “political purposes”. In 2022, Shukla challenged the FIR in the Bombay High Court, arguing that the then ruling Maharashtra government, the MVA, had made false allegations against him.

The Central Bureau of Investigation (CBI) took over the case in July 2022. Two of the three FIRs against Shukla were quashed by the Bombay High Court in early 2023. After this, in May 2023, CBI presented a closure report, which was accepted. The case in the Bombay High Court was officially closed in September 2023.
