Career
Rafael rose from a police officer to a federal police commander and joined the DFS shortly after completing his high school education. The connections helped him after he befriended the late Mexican drug lord Pablo Acosta Villarreal, whom Rafael founded.
Later, he himself became involved in drug trafficking. Additionally, Rafael became Pablo’s right-hand man, who at the time smuggled more than 60 tons of cocaine a year to Colombians. After Pablo’s murder in April 1987, Rafael took his place.
He then chose Mexican drug trafficker Amado Carrillo Fuentes as his right-hand man. When he left his job at DFS, Mexican police began following Rafael. It was later learned that his main person in the police was Carlos Maya Castillo.
Furthermore, at that time he worked at the National Security and Research Center and sent sensitive information to Rafael every week. Rafael was murdered by people hired by his right-hand man, Amado, on April 12, 1993. After that, he went on to lead the Juárez Cartel.
