Shiv Kumar alias Boot House Kumar alias Oil Kumar (1951–1990) was a Bengaluru underworld don in the 1980s who ran an illegal oil distribution and racketeering business and a film distribution business.

Shiv Kumar was born in 1951 (age 39 at the time of death) in Akkepet, Bengaluru, Karnataka. He was not interested in studies and left school. During his youth, he would hang out with his friends and do small-time illegal activities like betting and gambling. His elder brother took over the family shoe shop until he died of a heart attack in 1975, after which Shiv Kumar started managing the shop and named it American Boot House. He was nicknamed ‘Boot House’ Kumar because of his shop.

Shiv Kumar had a friend named Sampat who used to steal diesel illegally by stopping trucks midway by threatening truck drivers with knives. Shiva was influenced by the money Smapatha earned from his illegal oil business. When Sampath went abroad, he handed over the reins of his illegal oil business to Shiv Kumar, who hatched a plan to steal oil from truckers by bribing them. Around the same time, industries were growing in Bengaluru, and they needed furnace oil (fuel oil) to function. Shiv Kumar also started stealing furnace oil from trucks and made huge profits by supplying it to industries. He kept the use of violence to a minimum and also bribed police officers to run his illegal operations smoothly. He also controlled the labor unions in the city and kept his illegal operations secret. He also ran a film distribution business which mainly distributed Kannada films. When violent crimes increased in Bengaluru, he joined hands with underworld don Kotwal Ramachandra. After Kotwal Ramachandra was murdered by MP Jayaraj, another underworld don from Bengaluru, he planned a revenge murder of Jayaraj with another underworld don Muthappa Rai. Later, after the emergence of a new don, he distanced himself from the Bengaluru underworld.

Death
He was murdered on 20 November 1990 in his apartment at 13th Cross, Sadashivnagar, Bengaluru.
Facts/General Knowledge
- In 1989 his expenses were Rs 1 crore per month and income was Rs 3 crore per month.
- It is alleged that his network extends to Sri Lanka, Middle East and Russia.
- His wife Rita had done a nude scene in a film. He was so angry that he bought the rights of the film and burnt its reels.
- He kept his identity a secret and presented himself as a businessman to his friends and others. When he died in 1990, one of his friends of many years was surprised to learn that Shiv Kumar was underworld don Oil Kumar.
