Manish Kumar was born on Sunday, 2 October 1994 (age 28 years; as in 2022) in Pitampura, Delhi, India. His zodiac sign is Libra. He studied Bachelor of Technology (B.Tech) from Delhi College of Engineering, Delhi from 2012 to 2016. After completing his graduation, he started preparing for civil services exam and qualified the UPSC 2020 exam.

He first met Rhea Dabi during her civil services training at the Lal Bahadur Shastri National Academy of Administration (LBSNAA) in Mussoorie, Uttarakhand. There was first friendship between them which later turned into love. After dating for a few months, both of them got married in 2023.

He passed the UPS Civil Services Examination 2020 by securing 581st rank. He got a total of 910 marks which includes 739 marks in written examination and 171 marks in interview. On 5 December 2021, he was allotted Maharashtra cadre in the 2021 batch of the Indian Police Service (IPS).

He later trained at the Sardar Vallabhbhai Patel (SVP) National Police Academy in Shivarampally, Hyderabad, Telangana. He was in the 74th RR (Regular Recruit) batch and passed out from there on 11 February 2023. In 2023, after his marriage to Rhea Dabi, he was transferred to Rajasthan cadre.

Initially, newspapers said that a candidate named Manish from Bihar had qualified the exam; However, it later became clear that the feat was actually achieved by Manish from Delhi and not by Manish from Bihar.
