Schools Soon After Office One of the city’s most beloved public school reading initiatives — an initiative long championed by school forebears — has been targeted by Prime Minister David Banks. He claimed the program, developed by Lucy Calkins at Columbia Teachers College, “failed”. “We’re going to look for a very different approach,” said the speaker.
The Teachers College’s reading program was used by hundreds of elementary schools in New York City, but the banks declared it “failed.”
Banks and Mayor Eric Adams have committed to changing the way children are taught to read in elementary schools. City officials believe that the Teachers College’s model relies too much on automatic reading without providing enough specific guidance on the connection between sounds and letters or phonetics, which is getting many students into trouble, supported by a growing pool of literacy specialists.
Data collected by THE CITY and Chalkbeat reveals for the first time how deeply ingrained the curriculum is in the classrooms where the city’s youngest students are educated and how relaxed students can be.
According to data obtained through a public records request that took the city’s Department of Education nearly three years to complete, 48 percent of the nearly 600 public elementary schools that responded to the 2019 curriculum survey said they used only the College of Education reading program or in combination with another curriculum. It was the most popular reading program at the time.

Officials have begun to address several key issues with the curriculum, they said. The Department of Education requires each school to choose an additional pronunciation program in grades K–2 in addition to the reading curriculum beginning in the current school year. Additionally, they educate school administrators about how children learn to read and the most effective ways to teach literacy skills.
However, the city did not specifically ask schools to stop using the Teachers College or some of its questionable methods, such as tri-cueing, which involves asking students to guess the meaning of words by looking at pictures instead of speaking. A department spokesman did not respond to questions about how the city monitors whether schools are being accommodated.
An education department employee familiar with the city’s literacy initiatives, who spoke on condition of anonymity, said: “Even with pronunciation regulations in place, there are schools that don’t do what the Bank asks them to do, and it’s not clear what the accountability situation is.”
Classroom practice is likely to change gradually because school administrators have almost complete freedom to choose their own curricula and because many instructors have received training directly from the faculty’s university. Since the survey was conducted, some schools have independently left the Faculty of Teachers, while others still use it.
