In 2003, Jackson began the first of two terms on the bipartisan United States Sentencing Commission. Similarly, from 2005 to 2007, Jackson worked as an assistant federal public defender in Washington, DC.
His caseload included representation of indigent clients, as well as some detainees at Guantanamo Bay. Jackson subsequently returned to private practice before being named vice chairman of the United States Sentencing Commission in 2010.
At a time when federal prisons were overcrowded, she was seen as a consensus builder in shaping federal sentencing policy. The commission unanimously agreed to reduce federal drug sentences and granted this relief retroactively.
