Jitendra Narayan was born on Monday, 19 October 1970 (age 52 years; as in 2022) in Begusarai. He did his schooling from St. Paul’s School, Darjeeling. He did his graduation from St. Stephen’s College, Delhi.

Controversy
Narayan accused of sexual harassment
When Narayan was Chief Secretary, there were reports that twenty women were seen visiting his residence in Port Blair. He was accused of gang-raping a 21-year-old girl after the girl complained about him. In the complaint, she said that she met Narayan in a hotel room when she was looking for a job. She revealed that Narayan raped her and tortured her for two weeks and threatened her not to tell anyone about the matter. When the investigation was done, it was confirmed that he raped a 21 year old girl and cheated 20 other girls by promising them government jobs. However, Narayan denied the allegations and said that it was a conspiracy against him. The Union Home Ministry had removed him from all his duties. He was granted interim bail by the Kolkata High Court till 14 November 2022 which was later suspended and he was arrested. A statement from the Home Ministry said,
As the report indicated serious misconduct and possibility of abuse of official position on the part of Jitendra Narayan, the Home Minister directed to take immediate strict action against the concerned officer as per law. Accordingly, Jitendra Narayan has been suspended with immediate effect and disciplinary proceedings have been ordered against him.
