Jayant M. Tinaikar is an Indian social activist and businessman who is the key informant in the 2003 stamp paper scam. He devoted almost seven years of his life to uncovering the scam and assisting the police authorities in capturing the main culprit, Abdul Karim Telgi.

Jayant M. Tinaikar played a key role in helping police officials solve the multi-crore stamp paper scam. Jayant, who knew Abdul Karim Telgi since childhood, started suspecting something was wrong when he saw Telgi buying property at inflated prices in Khanapur after returning to India from Saudi Arabia. According to Jayant, Telgi’s family was living modestly after his father’s demise, but Telgi’s return to India transformed him into a wealthy man.

In an interview, Jayant mentioned that Telgi had started donating heavily to youth clubs, temples, mosques and women’s associations. In addition, he funded cricket matches and regularly organized visits to religious sites. Jayant found these activities suspicious at best, especially considering that Telgi had no known political aspirations. This suspicion prompted Jayant to dig deeper to find out more information. According to Jayant, he made several attempts to inform various authorities about Telgi’s activities, but his efforts were met with disbelief. He also wrote to the President of India about this matter but no significant action was taken at that time.

Jayant’s investigation and search for Telgi
Jayant Tinaikar soon discovers an important clue regarding Abdul Karim Telgi. According to Jayant, he learned that Telgi’s brother was sending a group of 50 to 100 people to Ajmer under the guise of pilgrimage, where they would meet Abdul Karim. Upon discovering this, Jayant shared this information with a team of 3 to 4 people hired by him with the aim of gathering more information. In October 2001, Jayant informed Bengaluru Police Commissioner HT Sangliana about Telgi’s possible visit to Ajmer. He requested Sangliana to send his team to capture Telgi. Sangliyana immediately gave this information to GA Bava, Assistant Commissioner of Police in Bengaluru. Acting on a tip-off, Bava and his team went to Ajmer for a search operation in the guise of Pathans. According to GA Bawa, after a seven-day search, police officials finally located Telgi at the Ajmer Sharif Dargah; Bava identified Telgi when he saw someone kissing the door of the Dargah, who closely resembled the photograph of Telgi he had. Upon confirming the identity of the man as Telgi, they cautiously apprehended him and began a thorough investigation. On 7 November 2001, Bengaluru Police arrested Telgi from Ajmer. In the documentary ‘Money Mafia’, Bawa recalled how Telgi had pleaded extensively during his arrest and even offered large sums of money in exchange for his release. According to police officials, Telgi’s arrest later led to the arrest of hundreds of people involved in the scam and seizure of assets worth over Rs 4,000 crore.

- In March 2022, Tinaikar was attacked by masked attackers in Belagavi, Karnataka. According to Belagavi police, the attackers attacked Tinaikar’s car and beat him with sticks before fleeing, after which Tinaikar was admitted to a hospital in Khanapur. He was later shifted to a hospital in Belagavi for treatment.
- In 2023, Tinakar wrote a book titled ‘The Stamp Paper Scam: One Man, 19 Years, and Telly’s Takedown’. In the book, he mentioned the details of the stamp paper scam and the operation that led to the arrest of Abdul Karim Telgi.
