After explaining the decision to turn off sirens during a wildfire, Maui’s emergency chief has resigned.

According to Mayor Richard Bissen, Chief Herman Andaya resigned citing “health reasons.” His resignation is effective immediately, leaving a vacancy to head the emergency department as the devastated island grapples with the aftermath of a fire that has claimed at least 111 lives.

Mayor Bissen said in a statement: “Given the nature of the issue we are facing, my staff and I will be appointing someone to this critical position as quickly as possible and I look forward to making that announcement soon.

Andaya’s suitability for the position was called into question after he drew strong criticism for his decision to warn people on Maui to flee as the flames advanced toward their homes.

Pressed hard by reporters who implied the system may have saved hundreds of lives during a media briefing on Wednesday, the former MEMA chief said he had no regrets about not sounding the deafening alarms.

Andaya argued that loud sirens are commonly used for tsunami warnings and that when they are heard, Hawaiians are educated to move to higher ground. However, wildfires are one of the disasters for which the “all hazard” could be used, according to the official Hawaii government website.

Andaya added: “Even if we had sounded the siren, we would not have been able to help those individuals there on the top of the mountain.

He also defended his professional record, telling reporters that he underwent a rigorous vetting process and intensive training before taking over as director in 2017. However, Andaya’s only direct experience with emergency management comes from working with the organization while employed by the housing department and as a member of the mayor’s cabinet.

Rescue teams said 111 dead had been discovered by Thursday after searching at least 45% of the burned area; however, as officials continue to search through the debris, the death toll is expected to rise.

While tens of thousands of homes and businesses are still without power, thousands of displaced citizens have been placed in shelters, hotels and Airbnb accommodations.

Investigations are underway to determine what caused the fires, which are already the deadliest in the US in more than a century.
