Owen confessed to killing Georgianna Worden and Karen Slattery. He was on Florida’s death row for one of the longest periods of time.
Carey Haughwout, elected attorney for Palm Beach County, says that when we scar children, we must anticipate that there can be consequences that can lead to tragedy.
Haughwout portrays the killer in a completely different light from those who call him a monster. She remained in touch with him through letters, calls and visits while he was on retrial for the 1999 murder of Slattery.
When asked if Owen was aware of his actions, Haughwout said he did. “I would say there is a consciousness – a consciousness that is different from our own,” she said.
When Haughwout began researching his troubled childhood, she discovered atrocities from the moment he was born, from his abusive father to his heavy drinking parents.
She said that physical and sexual assaults frequently take place there. He often witnessed his mother being sexually abused. His father chained his half-brother in the basement.
She said that when Owen was 9 years old, he witnessed the prolonged and painful death of his mother from cancer. This aggravated his father’s hopeless alcoholism, and when Owen was thirteen, he committed suicide in their garage. Owen was abandoned along with his brother and sister.
According to Haughwout, they discovered him in the car he used to commit suicide in the garage, but kept him there for a few days for fear of being caught and separated.
Owen then moved to an orphanage in Michigan, where he would spend his teenage years. According to Haughwout, this place looks like paradise from the outside. However, the conditions inside are terrible.
Haughwout added: “We found out that it was closed because of the widespread physical and sexual abuse that was happening to the kids growing up there. “We found a number of children who reported what happened at the orphanage.”
After a few years, Owen would leave the orphanage to join his brother, who had run away to Palm Beach County. Cruelty will soon take over Owen’s life.
