Allegation of illegal occupation of 600 bighas of land
During his tenure as MLA of Hastinapur constituency, Dinesh was accused of threatening the SDO of the electricity department in Mawana, as he claimed that the SDO had collected illegal money. The SDO complained about Dinesh, but the police did not take any action against him. Later an audio clip of Dinesh threatening the police went viral. In 2017, Mahendra Giri, national executive member of Nirmal Gangajan Abhiyan Committee Shantikunj, Haridwar, had accused Dinesh and his brother of forcibly growing crops on the banks of Ganga.
Threat to a police officer in Mawana
In August 2018, Dinesh Khatik approached Munendra Pal Singh, inspector of Mawana police station, to appeal for the release of a prisoner who had been arrested by Singh on a complaint by the prisoner’s wife. Khatik tried to intimidate Singh by saying that if he protested against his release, he would get him transferred to Ballia. After the incident, a video of Khatik went viral on the internet in which Khatik claimed that he would quit politics if he failed to transfer Singh to Ballia.

Resignation from the post of Water Power Minister
In 2022, Dinesh came into controversy when he wrote his resignation from the post of Jal Shakti Minister and sent it directly to Home Minister Amit Shah. He said that being a Dalit, the officers of his own department did not follow his orders. In the letter he wrote,
Under the leadership of Yogi Adityanath ji, I have been appointed Minister of State in the Jal Shakti Department. No action is taken on any order, nor is any information given to me, nor what schemes are currently running in the department and what is happening on them etc. Because the Minister of State does not get any concrete information about the department.
