Cooper Kupp was born on June 15, 1993, in Yakima, Washington, with the middle name Douglas. He attended Davis High School, where he excelled in both football and basketball. He had 110 receptions for 2,100 yards and three years of basketball lettering by the time he graduated in 2012. Cooper Kupp is the oldest of four children born to Karin and Craig Kupp. He is the third generation of Kupps to be elected to the National Football League, coming from a family of professional football players. His father, a former NFL quarterback, was drafted by the New York Giants in the fifth round of the 1990 draft after playing collegiate football at Pacific Lutheran University. In 1991, he also played for the Phoenix Cardinals and the Dallas Cowboys.

Moving on, he enrolled at Eastern Washington University and registered with the Eastern Washington Eagles football team to play collegiate football. He concluded his career with a total of 6,464 career yards (the most in FCS history) and 73 touchdowns (first in FCS history).
