Anup Chandra Pandey was born on Sunday, 15 February 1959 (age 62 years; as in 2021) in Chandigarh, India. Their zodiac sign is Aquarius. Over the years, Anup Chandra Pandey worked in various positions in the Government of Uttar Pradesh and the Government of India. , He was appointed as the Chief Secretary of Uttar Pradesh and Additional Chief Secretary for Infrastructure and Industrial Development. He also became the President of Udyog Bandhu and Industrial Development Commissioner of Uttar Pradesh. After working for several years, in October 2014 Anoop Pandey was appointed as Additional Secretary in the Department of Ex-Servicemen Welfare, Ministry of Defence.

The ceremony was conducted by Uttar Pradesh Chief Minister Yogi Adityanath. Anup assumed charge on 9 September 2017 and retired on 31 August 2019.

Controversy
After the appointment of Anoop Chandra Pandey as the Election Commissioner of India, many people have protested against the decision to select Pandey as the new Election Commissioner, including senior Supreme Court lawyer Prashant Bhushan and CPI(ML) leader Dipankar Ghosh is also included. Prashant Bhushan raised his voice by tweeting on his Twitter account.

- Anoop Chandra Pandey was appointed as the Election Commissioner by the President of India, and he joined a three-member bench along with Chief Election Commissioner Sushil Chandra and Election Commissioner Rajeev Kumar.
