Anise Kanmani Joy was born on Tuesday, 23 April 1985 (age 36 years; as in 2021) in Pampakuda village, Ernakulam district, Kerala, India. His zodiac sign is Taurus. In 2014, he was appointed as Assistant Commissioner, Junior Scale, Sub Division Bidar, Karnataka. During her early working years as an IAS officer in Karnataka’s Kodagu district, Anne’s Kanmani Joy rejected more than 500 applications to convert local agricultural land for commercial purposes. The denial was based on recommendations given by an 18-member team of experts who visited the local area. Applications were made by local business enterprises to commercialize and expand the existing market. He held the position of Chief Executive Officer, Under Secretary, Panchayat Department Tumkur, Karnataka in 2017. In 2018, heavy rains and floods caused landslides in the southern Kodagu district of Karnataka. Ten local villagers in Kogadu district died due to these landslides. District DC Annise Joy, along with then Superintendent of Police Suman D Penekar and then District Panchayat CEO Lakshmi Priya, went on the ground to inspect and take care of the landslide-affected area in Thora. These women were honored for their ground visits and response following the landslide tragedy. Due to the poor conditions of the muddy roads, Anies was usually seen walking slowly and with heavy steps along with his fellow colleagues. She was inspecting the area to monitor the search operation for people missing during the landslide.
Later, in September 2019, Anne’s Kanmani Joy made an announcement in Kodagu district of Karnataka that additional government land would be provided to victims of landslides who had lost their houses. As a result, the unnecessary encroachment was demolished by order of Anise Joy.

The COVID pandemic affected India in 2019. In March 2020, when COVID-19 cases increased and spread to various states in India, Joy announced and imposed an early lockdown in Kodagu district. COVID cases started being reported in Kodagu district, following which Annie’s Joy ordered the closure of all tourist places in the district amid the lockdown. This ban was imposed long before the national lockdown was declared in India. Karnataka’s Kodagu district followed strict containment protocols during the pandemic lockdown. No case was reported in his area for 28 consecutive days. In the year ending 2020, Anise Kanmani Joy banned timber cutting and transportation, and he fought against the notorious timber mafia in Kodagu. In 2021 Anise Kanmani Joy went on official leave until the end of the year. She said in an interview that she would resume work at the end of 2021 and that she was on leave to spend some time with her daughter and husband in the US. He said,
I have had a successful two-year tenure as Deputy Commissioner in Kodagu. Thank you all for the support and warmth given. Beautiful memories will be remembered forever in Kodagu. I requested leave. I am going to spend time with my family and my daughter Apoorva. I will return to service in a new role later this year.
Controversy
- In 2020, a journalist from Kaveri Times (a Kannada newspaper) wrote some articles against Annies and their work regarding post-lockdown regulations. These articles were published in the May and June editions of the newspaper in 2020. Annies was criticized for the move after it had filed an FIR against a reporter Vasanth and the editor of Kaveri Times (a Kannada newspaper).
